Striking before disasters do – Promoting phased Anticipatory Action for slow-onset hazards. Position paper

Hazards may occur suddenly (sudden-onset) or develop over time (slow-onset) and threaten people’s lives and livelihoods and all the pillars of sustainable development. Since 2016, the Food and Agriculture Organization of the United Nations (FAO) has supported extensive country-level work on Anticipatory Action for several slow-onset hazards such as drought, cold waves, pests and diseases, Rift Valley fever and the secondary consequences of COVID-19.This paper summarizes FAO's conceptual and programmatic approach for anticipating and mitigating the impact of slow-onset hazards on the most vulnerable people depending on agriculture for their livelihoods and food security. Drawing on FAO’s experiences in implementing [...]

Agricultural interventions and food security in Ethiopia. What is the role of adjusting livelihood strategies?

This paper assesses the food security impacts of widespread agricultural interventions, aiming at increasing agricultural yields, and explores the role played by adjustments in rural households’ livelihood strategies in mediating those impacts. Our empirical strategy combines project and remote-sensing data with a household panel survey and exploits the timing and geographic variation in the roll-out of interventions implemented from 2011 to 2016 by the Ethiopian Agricultural Transformation Agency (ATA), recently renamed as Agricultural Transformation Institute (ATI).Results show that agricultural interventions are effectively associated with higher agricultural yields, better food security outcomes and adjustments in livelihood strategies. However, when exploring the [...]

Strengthening coherence between social protection and fisheries policies. Diagnostic tool

This Diagnostic tool is complementary to the Fisheries and Aquaculture Technical Paper 671/1, titled Strengthening coherence between social protection and fisheries policies: Framework for Analysis and Action, published by the Food and Agriculture Organization of the United Nations. It provides practical instruments for assessing the level of coherence between fisheries and social protection policies and programmes within a country. It supports users in identifying and mapping the scope and nature of links between the two sectors, as well as in understanding people’s experiences and perceptions of these synergies and how the synergies (or lack thereof) affect the livelihoods of fisheries-dependent communities.

Impact of COVID-19 on the human right to adequate food in the Pacific Region

The COVID-19 crisis is exacerbating food insecurity and malnutrition in the Pacific region as measures to halt the spread of the virus have had unintended impacts on people’s lives, such as rising unemployment and poverty. Moreover, lockdowns and mobility restrictions cause disruptions in trade within and between States, reducing the availability and accessibility of adequate food, and threatening the sustainability of agrifood systems.Urgent steps are needed to address food insecurity for the poorest and most marginalized. Measures aimed at providing immediate support to satisfy people’s dietary needs should be put in place, including the provision of food and nutrition assistance.See [...]
