TOM, the EuFMD capacity development support tool

What is TOM?

The EuFMD Learning team has developed TOM, a capacity development support tool that allows countries to monitor the delivery of competency-based education for veterinarians and similar roles. 

TOM supports capacity development by:

  • Helping identification of capacity gaps and training needs within the veterinary service.
  • Supporting the creation of structured and guided learning pathways through competency frameworks.
  • Providing a summary of completed courses and current competency levels for each learner to the veterinary service.
  • Creating basis for impactful and sustainable capacity development.

How does TOM support the training capacity development of veterinarians?

TOM web app is an interactive dashboard for veterinary services to monitor:

  1. The competency levels each veterinarian is assigned to and the courses completed.
  2. Individual development gaps identified and translated in the competency framework.
  3. Overall capacity development gaps within the country and progress in filling them.

The Disease Control and Emergency Management competency framework was built using competencies taken from Get prepared tool, the Progressive Control Pathway and PVS tools, WOAH Day 1 competencies, CFIA competency framework and EuFMD course learning objectives.
