EXECUTIVE SUMMARY

The Compliance Committee (CoC) and Scientific Advisory Committee on Fisheries (SAC) joint Working Group on the Management of Fishing Capacity (WGCAP) was organized by the General Fisheries Commission for the Mediterranean (GFCM) of the Food and Agriculture Organization of the United Nations (FAO), in a hybrid modality, on 27–28 March 2025. The joint working group was attended by experts from GFCM contracting parties and cooperating non-contracting parties (CPCs) and provided an overview of GFCM decisions regarding the management of fishing capacity. The WGCAP also gathered expert views on the implementation of these GFCM decisions based on the data reported by CPCs to the GFCM Secretariat. The WGCAP reviewed these views on the implementation of fishing capacity in the GFCM management plans and suggested elements to further develop the GFCM regional capacity management plan (R-CAP).
