Country-Led Planning engagement

Viet Nam has been engaged in the Country Led Planning (CLP) process with the Global Forest Observations Initiative (GFOI) since 2024. Its engagement in the CLP initiative focuses on national reflection on the sustainability and governance of the National Forest Monitoring System (NFMS), particularly in the context of REDD+, the LEAF/ART TREES process, and emerging market and regulatory drivers such as the EU Deforestation Regulation (EUDR).

National Forest Monitoring System

Viet Nam has a well established and operational NFMS, embedded within government systems and closely linked to REDD+ and national climate reporting. The NFMS is anchored in the Forest Management Information System (FORMIS) and includes a long running National Forest Inventory, Monitoring and Assessment Program (NFIMAP) implemented in five year cycles since the early 1990s. Its core components (remote sensing, ground based inventories, provincial reporting, and measurement, reporting and verification) are functional and regularly updated.

Key strengths of the NFMS include strong political commitment, a comprehensive legal and regulatory framework, and clear institutional leadership – now consolidated under the Ministry of Agriculture and Environment (MAE). Viet Nam has achieved a rare regional success in maintaining and increasing forest cover over several decades, supported by forest inventory data, payment for forest environmental services and sustained international cooperation. The NFMS is used for planning, enforcement, REDD+ implementation and international reporting, demonstrating a high degree of institutional integration.
