Food and Agriculture Organization of the United Nations (FAO) with the experiences of the World Organization for Animal Health (OIE) and the regulations and related guidelines of the International Plant Protection Convention (IPPC).

General description:
Phytosanitary risk management is a process that guides the efforts of the public and private sectors in a systematic, integrated and coordinated manner to reduce plant health risks and adequately manage phytosanitary emergencies and their effects. It benefits both the National Plant Protection Organizations (NPPOs) and their services, as well as the countries, contributing to improving the national capacity to respond to phytosanitary emergencies.

Course modality and methodology:

This course is developed through self-paced modality, with the participant being responsible for the construction of his/her own knowledge. It is structured in four units for sequential exploration: once a topic has been fully reviewed, it is possible to move on to the next one.

Throughout the course, the participant will have the opportunity to review concepts, learn and strengthen procedures and apply criteria. The topics are linked to the principles, concepts, measures, actions and experiences that can contribute to the authorities and technical teams of national and regional plant protection organisations to improve the implementation of the phytosanitary risk management process and the response to plant health emergencies.

The course is entirely virtual, and the review of its contents requires a dedication of approximately 30 chronological hours, which may vary depending on the references you want to review. It contains a set of reading materials that will allow you to deepen the methodologies presented.

  • Technical teams of National and Regional Plant Protection Organisations.
  • Authorities of National Plant Protection Organisations.
  • Technical plant health teams from producer associations and companies in the value chain of musaceous and other crops.
  • Specialised technicians from customs and other control bodies.
  • University and technical lecturers specialised in plant health and risk management.
  • University students of careers related to plant health and risk management.
General aim:

To understand the principles, concepts, actions and experiences that can help the authorities and technical teams of national and regional plant protection organizations to improve the implementation of phytosanitary risk management processes and their response to plant health emergencies.

Specific aims:
  • Explain the principles and key features of the different phases of phytosanitary risk management.
  • Identify best practices and tools for their implementation.

  • Lesson 1: Conceptual framework on disaster risk reduction and phytosanitary risk management
  • Lesson 2: Peacetime phase
  • Lesson 3: Alert and emergency response phases
  • Lesson 4: Reconstruction phase
Evaluation and passing requirements:

The final evaluation will consist of analysing the information provided in a case study and answering a series of questions about decisions or measures to be adopted related to the case, which are based on the contents of the four lessons of the course. This final evaluation requires a passing grade of 70%.

The evaluation will be graded according to the following scale:

  • Pass: 70-100 points
  • Fail: 0-69 points

This evaluation allows an unlimited number of attempts, which means you may take the test as many times as you want and the system will show you the percentage of correct answers at the end, but it will not display the answers to each question.

Hardware requirements:

The equipment on which the participant takes the course must have the following minimum technical specifications for its correct completion:

  • Computer or electronic device with internet connection.
  • The quality and speed of navigation and downloading of documents will depend exclusively on the bandwidth of the connection.
  • RAM memory greater than 1GB.
  • Free space in hard disk, superior to 500 MB.
  • PDF document reader.
Software Requirements:
  • The latest version of Google Chrome, Mozilla Firefox, Safari or Opera web browser, with JavaScript enabled.
  • Screen resolution of at least 1024x768 pixels (width by height).
  • PDF document reader.
Additional Requirements:
  • Office automation skills (Word, PowerPoint, Excel), fluent email and web browsing.
