In rangelands and grasslands, land degradation has an immediate and local impact by disrupting ecosystems from functioning, threatening livelihoods and negatively affecting social cohesion. It also threatens productivity while dovetailing with the threats of climate change in these ecologically fragile areas. The understanding of land degradation in rangelands and grasslands is weak, which is attributed to a lack of robust data and a misunderstanding of management objectives. The day-to-day management of land by pastoral communities is intricately linked to local and traditional knowledge that needs to be taken into account when monitoring the health of ecosystems and designing management interventions. Sustainable Development Goal (SDG) 15 Life on land includes Land Degradation Neutrality (LDN) as a target, which requires that the process of degradation is halted and reversed. This publication presents a rationale for participatory approaches to achieve LDN in pastoral areas while showing how this can be achieved using the Participatory Rangelands and Grasslands Assessment (PRAGA) that has been piloted in Kenya, the Niger, Burkina Faso, Uruguay and Kyrgyzstan.

The report features the main findings of the conflict analysis that was carried out to: (i) take stock of conflicts over natural resources and other conflicts in rural areas; (ii) identify initiatives for conflict prevention and management; and (iii) formulate proposals to improve the effectiveness of conflict prevention and management mechanisms. The conflict analysis is one of the main activities implemented under the Food and Agriculture Organization of the United Nations (FAO) project “Strengthening the resilience of cross-border pastoral and agropastoral populations in priority areas in the Sahel”, which is funded through the FAO-European Union Partnership Programme under the Global Network Against Food Crises (GNAFC).

La voix des éleveurs pasteurs au Sahel et en Afrique de l'Ouest est souvent oubliée alors qu'ils sont parmi les plus exposés au contexte actuel d'insécurité en raison de leur mobilité. Sur la base du recueil de la perception de 1898 acteurs dont près de 1700 éleveurs issus de 7 pays et 23 régions administratives de Sahel Central (Mali, Burkina Faso, Niger) et de son voisinage immédiat (Cote d'Ivoire, Benin, Togo, Nigeria), le Réseau Billital Maroobé (RBM) a souhaité analyser comment les éleveurs vivent cette insécurité, dont la grande majorité en sont les victimes mais dont une minorité s'est engagée au sein des mouvements armés, et en sont donc devenus acteurs. Il en resort un cycle d'alimentation entre crise du pastoralisme et sécuritaire: la crise des zones rurales - dont celle du pastoralisme en particulier - nourrit le recrutement de groupes armes, dont le développement aggrave les violences et leas conflits dont les éleveurs sont les premières victimes.

El Programa de Desarrollo Sostenible de 2030 es el proyecto de desarrollo sostenible y transformación de los sistemas alimentarios y agrícolas para poner fin a la pobreza y proteger el planeta. Hace hincapié en la necesidad de una labor integrada intersectorial que ponga a las personas, la paz y la prosperidad en el centro. La visión común de la FAO para la alimentación y la agricultura sostenibles proporciona un marco holístico. En él se esbozan cinco principios generales (véase el recuadro 5) para orientar la acción política y estratégica hacia la sostenibilidad agrícola productiva, económicamente viable y ambientalmente racional y que contribuya a la equidad.Las transformaciones esperadas cuando se combinan pueden reforzar las conexiones entre los pilares económico, social y ambiental de la sostenibilidad. Los posibles beneficios y compensaciones deberían evaluarse, sopesar y gestionarse en consecuencia, teniendo en cuenta los conocimientos tradicionales y la equidad de género. No obstante, la percepción de los beneficios y las compensaciones puede ser diferente para los diferentes grupos de partes interesadas.
