The Programme Clinic: Designing conflict-sensitive interventions - Approaches to working in fragile and conflict-affected contexts. Facilitation guide

In 2018 FAO approved its Corporate Framework to Support Sustainable Peace in the Context of Agenda 2030, committing FAO to a more deliberate and transformative impact on sustaining peace, within the scope of its mandate. The foundational element for FAO supported interventions to - at a minimum - do no harm, or to identify where they may contribute to sustaining peace, is to understand contextual dynamics and how they could interact with a proposed intervention. This is essentially what conflict-sensitive programming means. The Programme Clinic Facilitation Guide is a key step in operationalising this, being a structured participatory analysis designed to [...]

Voluntary Guidelines for the Conservation and Sustainable Use of Farmers’ Varieties/Landraces

The cultivation of diverse farmers’ varieties/landraces, which tend to be well-adapted and suited to local production systems, confers increased resilience for crop production. Farmers’ varieties/landraces are also potential sources of traits for crop improvement, especially for developing varieties tolerant to biotic and abiotic stresses and for incorporating farmer-preferred traits. Unfortunately, many of these genetic resources have been replaced by modern cultivars in recent decades, resulting in a reduction in the total number of different varieties grown and/or loss of heterogeneity. Such losses make farming systems less resilient, especially to shocks from abiotic and biotic stresses. These guidelines, intended as reference [...]

Policy Brief: Water accounting for water governance and sustainable development

There is growing interest in water accounting, why it is needed, what benefits it brings, and equally important, how it can be put into practice. Water accounting is about quantifying water resources and uses of water, much like financial accounts provide information on income and expenditure. Interest in water accounting is based on the premise that ‘We cannot plan and manage what we do not measure’ – a statement that few would disagree with.Society needs more accurate information and answers to the key questions about water supply and demand. More data are needed but simply doing water measurements and assessments [...]

Free Prior and Informed Consent: An indigenous peoples’ right and a good practice for local communities

This Free, Prior and Informed Consent (FPIC) Manual is designed as a tool for project practitioners of a broad range of projects and programmes of any development organization, by providing information about the right to FPIC and how it can be implemented in six steps. In an FPIC process, the “how”, “when” and “with and by whom”, are as important as “what” is being proposed. For an FPIC process to be effective and result in consent or lack of it, the way in which the process is conducted is paramount. The time allocated for the discussions among the indigenous peoples, the [...]

Problem-Driven Governance and Political Economy Analysis : Good Practice Framework

Politics and the political economy matter for whether and how reforms happen in developing as well as in developed countries. The World Bank as an institution and its individual country and task teams has been grappling with this issue for many years. The good practice framework described here is an attempt to summarize relevant analytic tools and approaches, to indicate how it can be used (more) systematically, and to make key lessons readily available. It also seeks to set out how such tools can be used in a way that is problem driven, that is, focused on specific issues and [...]
