Linkages between the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries and the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests

Both the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) and the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) share the common overarching goals of achieving food security for all, eradicating poverty, sustainable livelihoods and environmental protection and supporting the progressive realization of the right to adequate food in the context of national food security. This brief is part of a series drawing attention to the mutually reinforcing nature of four global normative instruments developed through the [...]

Linkages between the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication and the Framework for Action for Food Security and Nutrition in Protracted Crises

Small-scale fisheries communities in coastal areas or close to freshwater bodies are often highly vulnerable to a range of hazards (climate change, etc.) beyond their control. Frequent social, economic and political marginalization makes small-scale fisheries communities particularly susceptible to being affected by protracted crises. Two international instruments provide guidance on how to better address these issues: the Voluntary Guidelines for Securing Sustainable SmallScale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) and the The Committee on World Food Security Framework for Action for Food Security and Nutrition in Protracted Crises (CFS-FFA). The brief gives and overview [...]

Legislating for sustainable small-scale fisheries. A guide and considerations for implementing aspects of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security

The Voluntary Guidelines for Securing Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the small-scale fisheries sector. While the implementation of the SSF Guidelines will require legal and regulatory adjustments beyond national fisheries legislation to ensure political and legislative coherence and fully reflect the breadth of their provisions, the fundamental function of fisheries law in a sustainable use, management, and the development of small-scale fisheries is indisputable. Appropriate fisheries legislation provides the strongest possible framework for inclusive, participatory fisheries governance and resource management by providing a coherent basis [...]

Accelerating progress towards SDG2 in Pakistan – Policy effectiveness analysis

The Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST) Programme represents a partnership between the Food and Agriculture Organization of the United Nations (FAO) and the European Union (EU). In 2018, the partnership agreed on the need to have a policy effectiveness analysis conducted in most of the FIRST countries. As policy implementation rather than formulation is repeatedly raised as one of Pakistan’s challenges, this assessment considered the implementation challenges of specific policy processes relevant to the FAO-EU partnership in the country, rather than the entire suite of relevant policies. It considered the necessary conditions to move forward and [...]

Smallholders and family farms in Kyrgyzstan. Regional TCP on Empowering Smallholders and Family Farms (TCP/RER/3601)

The background for conducting country studies on the challenges, needs and constraints of smallholders and family farms in seven countries has been a wish to further strengthen the Regional Initiative and develop the initiative towards a stronger programmatic approach at both the regional and country levels. To provide support to smallholders and family farms, there has been a need to develop a better understanding and knowledge platform of the main challenges, needs and constraints of smallholders and family farms in the specific country context. Even though many of the challenges are the same throughout the region, there are still significant [...]

COVID-19 and indigenous peoples

There are 476 million indigenous peoples around the world, constituting 6.2 percent of the global population and, according to different sources, representing more than 19 percent of the extreme poor. Indigenous peoples are not a homogenous group. They live in over 90 countries, in rural and urban areas, in forests, savannahs, mountains, and along the coasts, in low, middle- and high-income countries. However, they all share a history of discrimination and marginalization that in the context of COVID-19 – once again – challenges their existence. This document provides a series of recommendations to governments on how to face COVID-19 impacts [...]

Gendered impacts of COVID-19 and equitable policy responses in agriculture, food security and nutrition

As the COVID-19 pandemic unfolds, many countries are adopting measures to control the spread of the virus. While the health aspects of the pandemic have not affected rural areas as much as urban centres, containment measures pose new challenges to rural women with regards to their roles in household food security, as agricultural producers, farm managers, processors, traders, wage workers and entrepreneurs. Past experience shows that rural women are disproportionally affected by health and economic crises in a number of ways, including but not limited to food security and nutrition, time poverty, access to health facilities, services and economic opportunities, [...]

Measures for supporting domestic markets during the COVID-19 outbreak in Africa

As COVID-19 reaches a growing number of communities across Africa, governments’ efforts to contain the spread of the virus need to be accompanied by measures to minimize disruptions to the food system. To date, the emerging crisis is viewed primarily through a public health lens (as it should) and only gradually are national strategies, task forces and funds focusing attention on the spill-over economic and food security impacts. There are emerging signs of the negative impact of COVID-19 on the agrifood system, including difficulties in moving food from rural to urban areas, closed markets, rising food prices, loss of livelihoods, [...]
