Agreement on Port State Measures (PSMA)

Materials

Under the PSMA Global Capacity Development Programme, FAO developed different types of materials and resources to support countries in improving their capacity to implement the PSMA and prevent, deter and eliminate IUU fishing.

A series of Checklists

FAO has produced a series of publications, Checklists and Technical Guidelines to combat IUU fishing, supporting countries in implementing their main duties and responsibilities as flag, port, coastal and market States. The series is also a useful tool in supporting training in relation to the PSMA and complementary international instruments, mechanisms and tools to combat IUU fishing, as well as to facilitate needs assessments and reviews of national capacities to combat IUU fishing.

Technical Guidelines for the estimation of IUU fishing

FAO developed a series of technical guidelines, Methodologies and indicators for the estimation of the magnitude and impact of illegal, unreported and unregulated fishing, which provides guidance for the estimation and tracking of IUU fishing at the local, national, regional, and global levels.

These guidelines cover key concepts and scoping principles, study planning and execution, a catalogue of estimation methods, and a simplified indicators approach that can be used in lieu of full-scale estimation.

These resources are best thought of as a toolbox through which, together, they can address a wide variety of IUU fishing scenarios. They can also be tailored to varying objectives.

E-learning

FAO developed a series of e-learning courses which serves as a useful introduction for participants to complete prior to participating in any one of the FAO courses offered under the Global Training Programme. The e-learning series can also serve as an opportunity to be used as a general refresher of the main concepts related to IUU fishing, and the responsibilities of flag, port, coastal and market States in combatting IUU fishing.
