During their First Meeting of the Parties to the FAO Agreement on Port State Measures (PSMA), in May 2017, the PSMA Parties agreed that a specific questionnaire would be created and carried out periodically, to monitor the implementation of the Agreement and to identify common challenges encountered. A first version of this questionnaire was agreed to by Parties at their Second Meeting, held in June 2019.

The first PSMA Questionnaire was carried out in 2021, and its outcomes were discussed at the Third Meeting of the Parties, held in May of the same year, which also served as the first Meeting to review the implementation and effectiveness of the Agreement.

A revised second version of the PSMA Questionnaire was adopted at the Fourth Meeting of the Parties, held in May 2023, together with a new questionnaire for regional fishery bodies (RFBs) and other international organizations.
