童工

童工仍是全球性问题,损害了儿童的教育、健康和未来就业能力,导致饥饿和农村贫困长期存在。61%的童工(近85亿男童和女童)从事农业劳动,包括种植业、畜牧业、林业、渔业和水产养殖业。这意味着,消除农业部门的童工现象对于创造未来体面的青年就业机会、减少贫困和实现粮食安全至关重要。

 

并非儿童从事所有工作都被视为童工。有些活动可能有助于儿童获得重要的农业和生活技能,并为家庭生计做出贡献。然而,儿童从事的大部分农业工作并不适合他们的年龄;这些工作很可能充满危险,或者会影响他们的教育。

例如,如果儿童被迫长时间工作,上学和发展技能的机会就会受到限制,这可能会影响日后获得体面和生产性就业的能力。

儿童在施用农药的田地里工作,或在渔船上彻夜工作,或背负伤害身体发育的重物,这些都是常见的损害儿童未来福祉的危险工作。

家庭贫困、缺乏其他谋生手段、受教育机会少以及劳动法执行力度不足是造成农村地区童工现象的主要因素。

粮农组织的作用

粮农组织支持将童工问题纳入国家农村发展政策,并加强劳动部和农业部之间的合作。粮农组织还致力于提高农村家庭收入,打破农村家庭在经济方面对童工的依赖,并促进儿童获得优质教育。粮农组织尤其致力于:

  • 将童工问题纳入国家、区域和全球农业及企业尽职政策和计划的主流,增强农业利益相关方的知识和能力。
  • 实施专项童工预防计划,加强农村生计,促进农业各分部门采用可持续做法。
  • 确保大型计划采取有针对性的措施,从农村投资到应急和气候智能计划,杜绝农业粮食体系中的童工现象。
  • 加强合作,消除农业领域的童工现象,推动多利益相关方对话,促进关于如何全面解决童工问题的知识共享。粮农组织是农业领域童工问题国际合作伙伴关系和联盟8.7的积极成员。
  • 分析特定价值链(如棉花、可可和咖啡)中童工的结构性驱动因素和特点,支持农业粮食行为主体满足尽职调查要求。

粮农组织框架的目的是指导粮农组织及其人员在全球,区域和国家各级将解决童工问题的措施纳入粮农组织的典型工作,计划和举措。它旨在增强对组织运营标准的遵从性,并增强整个组织以及与合作伙伴之间的一致性和协同作用。粮农组织框架的主要对象是粮农组织,包括所有地理位置的所有人员。但是该框架也与粮农组织的理事机构和会员国有关,并为与发展伙伴的合作提供了指导和基础。该框架也将用作评估和监督对粮农组织规划中涉及预防和减少童工的粮农组织环境和社会标准的遵守情况的主要指南。
