Mandate, main activities of the institution and competencies

FECC is a specialized Division of the MOA providing coordination, assessments, policy analysis, project/programme development, monitoring and evaluation services to national and international cooperation. Activities carried out by FECC could be categorized as follows:

  1. Coordination and management of SSC with FAO: Identification and recruitment of experts FAO-SSC, participation in the formulation of the SSC projects, coordinating and conducting specific training courses under FAO-China SSC programme, organising study tours for SSC counterparts, monitoring of SSC activities, participation in the Global SSC Development Expo, participation in the high-level forum on SSC in Nigeria, provision of technical supervision for the SSC projects.
  2. Conduct research in areas relevant to rural and agricultural development, food security and publishing peer-reviewed research papers in these areas.

FECC coordinates China’s South-South Cooperation programme (SSC), in particular with FAO, and provides technical advice and support to the MOA’s international assistance programme, food security, policy and institutional analysis as well as other advisory services throughout the international cooperation process.

Summary of the activities during the last two years

Legal status and Government arrangements of the institutions

FECC is an independent legal entity which is affiliated to the MOA of China and it operates under the jurisdiction of the Department of International Cooperation of the MOA. FECC is a governmental organization and it follows the rules and regulations applicable to all governmental institutions. It is a specialised Division of the MOA providing coordination, assessments, policy analysis, project/programme development, monitoring and evaluation services to national and international cooperation.

FECC's funding is from two main sources, i.e. the annual budgetary funds of the Chinese Government, and the extra-budgetary funds from its consulting services.

TITLE & FULL NAME: Yang Yi, Director-General of Foreign Economic Cooperation Center of the Ministry of Agricultural of China 
AREAS OF EXPERTISE: Agricultural Development and Policy Research and Practice

Mr. Yang Yi, Master of Management, Researcher, is now serving as the Director-General of the Foreign Economic Cooperation Centre of the Ministry fo Agriculture of China and he is also an invited consultantat the Foreign Aid Think Tank in the agricultural area of the Ministry of Commerce. Mr. Yang has been engaged in agricultural development and policy research and practice for a long time. Specifically, his research fields include foreign capital utilization in agriculture, foreign investment and cooperation in agriculture, food security and regional development, etc. He has been in charge of more than 40 research projects, published 13 influential papers and 9 monographs, including “Path Selection of Resource Utilization and Food Security”, “Research on Agricultural SSC under the Framework of Climate Change” and “Foreign Agricultural Resource Utilization and Food Security Guarantee in China” etc. Mr. Yang provides significant references for decision making on Chinese agricultural development and international cooperation.

TITLE & FULL NAME: Hu Yan’an, Deputy Director of Foreign Economic Cooperation Center of the Ministry of Agricultural of China

Mr. Hu Yan’an is the Deputy Director of the Foreign Economic Cooperation Center of the ministry fo Agriculture of China since 2009. His research areas include international agricultural communication as well as management and coordination of international agricultural projects. Mr. Hu is mainly responsible for the supervision of projects cooperated with foreign agricultural organizations and international financial institutions. He is also involved in dealing with agricultural assistance issues in oversea countries. Prior to being the Deputy Director, from 2003 to 2004, he worked with the Department of Animal Husbandry and Veterinary of the Ministry of Agriculture of China. He took charge of formulating policies on animal epidemic disease control, prevention and elimination, supervising the safety and quality control of animal products and nutrition, and undertaking technological researches on animal health and resource protection. More importantly, Mr. Hu worked as the Assistant Representative of the Permanent Representation of the People’s Republic of China to the UN Agencies for Food and Agriculture from 2004 to 2008.

Mr. Feng Yong is now the Deputy Director of the Foreign Economic Cooperation Center of the Ministry of Agriculture of China. He got the MBA diploma from Peking University, and he worked for the Department of Human Resource of the Ministry of Agricultural of China for almost twenty years. His major research fields include not only analysis of institution functions and reform, knowledge cooperation, but also development of human resource in rural areas. Mr. Feng has rich experience in agricultural administration management, multilateral and bilateral agricultural economic cooperation.

AREAS OF EXPERTISE: International Cooperation of Agriculture; International Project management; Project Performance Evaluation
NO. YEARS OF EXPERIENCE: 18 years

Mr. Geng Dali has been working for Foreign Economic Cooperation Centre, MOA, for 18-year, with full experience in government agencies and good mastery of working mechanism, procedures and culture of the Chinese government; familiar with policies and strategies of agricultural and rural development of China. He was lead consultant of performance evaluation of about 130 projects in various fields. Dali's role included the development of the overall evaluation framework and guidelines, the development of the evaluation and/or supervision plan for individual projects, literature review, field survey of data collection, data analysis, report compilation and drafting of policy notes. In addition, he served as coordinator over 10 IFIs’ projects. His role was to draft project proposals, organize feasibility studies, establish project implementation teams, develop project management manuals, prepare overall/annual implementation plan, conduct capacity building and procurement activities, provide guidance to local implementation agencies, undertake monitoring and evaluation, organize mid-term and completion review and compile related documents.

TITLE & FULL NAME: Mr. ZHU Zidong
AREAS OF EXPERTISE: Formulation and Implementation of International Cooperation Programmes

1984-1997, worked for the Agricultural Education and Research office of the Ministry of Agriculture, participated/organized the implementation of three agricultural education and research programmes funded by World Bank loans. During 1997-2006, he worked as division director and senior engineer of the Foreign Economic Cooperation Center of the Ministry of Agriculture, in charge of financial management of programmes funded by WB loans. Since 2007 to present, worked as division director of FECC/MOA, mainly in charge of the China-Africa agricultural cooperation programmes and the formulation and implementation of South-South Cooperation programmes under the framework of FAO-SPFS. Since 2008, took charge of planning and implementation of multilateral SSC in agriculture jointly implemented by the Chinese government and FAO, organized the implementation of 10 SSC programmes between China and Nigeria, Mongolia, Malawi, Mali, Sierra Leone, etc., and fielded over 200 agricultural experts and technicians to the recipient countries for technical assistance.

Mr. Zhou Yong, is now the Deputy Division Director of the Foreign Economic Cooperation Center of the Ministry of Agriculture of China, with professional experiences in agricultural policies and consultation, international projects management and implementation. His main achievements are as follows: Before 2006, he was the primary executive manager of the Red Soil Development Project Phase II and Smallholder Cattle Development Project, which was supported by the World Bank. From 2007 to 2010, as a project consultant, he made unremitting efforts in project formulation, proposal preparation and feasibility reports, etc. From 2011 to 2013, he was in charge of a UNJP project named Improving Nutrition, Food Safety and Food Security and a FAO project called Capacity Strengthening of International Agriculture Training Centers (ATCs). In the meantime, he is also involved in SSC programme management and SSC project formulation to DR Congo and Namibia.

Since getting a Ph.D of Agricultural Economics from the Center for Chinese Agricultural Policy, Chinese Academy of Science(2009), Mr. Chen has been working for theForeign Economic Cooperation Centre(FECC), Ministry of Agriculture, as a researcher and now as associate professor and deputy director of research institute(a division of FECC),mainly responsible for conducting research on Chinese overseas agricultural investment. In current years, he has been in charge of more than 20 research projects funded by FAO/Oxfam/IDRC/ IWMI /MOA / MOC/ China Development Bank, and got more than 20 paper published.

TITLE & FULL NAME: Programme Supervisor, YU Haomiao
AREAS OF EXPERTISE: International Programme Management

YU Haomiao is a Programme Supervisor of Foreign Economic Cooperation Centre (FECC) of the Ministry of Agriculture of China. She works on the International Agriculture Cooperation Programmes with international organizations, e.g. FAO, WFP, IFAD, UNDP, APEC, G20, etc. especially focus on the South-South Cooperation Programme under the FAO framework. She has extensive experience in International Agricultural Projects’ formulation, implementation, monitoring and evaluation, project visibility strategy, etc. She has taken charge of 12 SSC projects in African and Asian regions. She has joined in the feasibility research and study of constructing the Agriculture Technique Demonstration Centre in African Countries, launched bilateral and multilateral communication and training program, contributed in 8 high level technical workshops and policy dialogues, including the SSC High Level Form, China-Africa Agricultural High Level Conference, APEC Summit, and G20 Summit, etc. She also involved in the TCP project as well as the FAO reference centre training programs.

Since getting a Ph.D of Agricultural Economic and Management from Zhejiang University (2010), I have been working for Foreign Economic Cooperation Centre (FECC), Ministry of Agriculture, I was in charge of 3 World Bank’s loan or grant projects, which cumulated 192 million US$. My role was to draft project proposals, prepare annual implementation plan, conduct capacity building, provide guidance to local implementation agencies(9 provinces and 26 research institutions), undertake monitoring and evaluation, organize mid-term and completion review and compile related documents. I am a key consultant in Monitoring and Evaluation group for 2 World Bank’s agricultural project. My role is to write technical and financial proposal; design the questionnaire for project managers, farmers, rural leaders, and other stakeholders; lead the field survey group into local villages to conduct evaluation activities; and write the survey report.

I graduated from China Agricultural University, majored in crop farming and cultivation, and received a doctor's degree (PhD) in 2011. After that, I worked in the Institute of Medicinal Plant Development (IMPLAD) of Chinese Academy of Medical Sciences (CAMS) for two years. From 2013, I have started working in training division of FECC as a trainer and a manager, charging for the seminars of the high-level foreign officers. During my working period, I participated in many plannings, such as “planning for foreign-aid training of agriculture”, “planning for Chinese rural developpement” etc. I also published many articles in “world agriculture”, “Chinese Agricultural Science Bulletin”, etc.

I got my Ph.D degree in Rural Development, Renmin University of China, 2010. Since then, I have worked as post-doctor in Peking University and IPRCC. From July 2017, I have started working at The Foreign Economic Cooperation Center of Ministry of Agriculture. My major research projects are as follows: “The Programming of Agriculture Cooperation between China and Africa”, “The Measurement and Policy :Based on the View of Equality”, “The Poverty-alleviation Effect Evaluate on the CDM Project”, International Poverty Reduction Briefing”, and “The Research of Poverty Development Strategy in Special Poverty Area in China”. Also, my primary publications are “The Research of Poverty Development Strategy in Special Poverty Area in China”, “The Inclusive Growth of China: Measurement and Evaluation”, and “Rural Household Income Mobility in Poverty Areas: A Case Study of Poverty Counties in Gansu Province”.
