2003 年，粮农组织与联合国贸易和发展会议（贸发会议）和国际有机农业运动联盟（有机农联）共同组建了有机农业协调和等同性国际工作组（国际工作组）。该项举措得到一些捐助组织的支持2。国际工作组的成员包括在不同机构工作的个人，如政府机构、政府间机构、民间社会组织以及其他涉及有机农业的法规、标准化、鉴定、认证和贸易等方面的私营组织3。国际工作组为 2003 年至 2008 年一直携手工作的公私利益相关方开展对话提供了一个开放性的平台。国际工作组的宗旨是应对有机产业中因多种不同标准、技术规定和认证要求而导致的贸易壁垒并寻找解决方案，同时帮助发展中国家获得更多开展有机产品贸易的机会。国际工作组的重点是在政府与私营有机保障体系内部和之间确保协调、等同性和其他形式的合作。
