The subprogramme aims at enhancing multi-stakeholder policy dialogue and formulation basing on global instruments and knowledge products such as the Committee on World Food Security - Principles for Responsible Investment in Agriculture and Food Systems  (RAI), the Voluntary Guidelines on the Progressive Realization of the Right to Adequate Food in the Context of National Food Security, the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), and the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT). It also caters for activities developed in the scope of the UN Decade of Family Farming 2019-2028 (UNDFF).

Adapting and adopting these policy tools requires awareness raising and develop technical capacities at country level.  

Their implementation seeks to contribute to governmental intersectoral coordination, the creation of multi stakeholder policy platforms, and the strengthening of the role of small-scale producers (family famers, small scale fishers, pastoralists, etc.).

SET- UP AND PLANNING 

The Lead Technical Officer of the subprogramme is Inclusive Rural Transformation and Gender Equality Division (ESP), which is supported by a project task force comprising technical officers from FAO headquarters Divisions (Partnerships and UN Collaboration -PSU, Forestry -NFO, Fisheries and Aquaculture  -NFI and Market and Trade EST), national offices in the countries and the regional office of Africa. 

The design of the subprogramme was carried out in close consultation with all seven countries

FOLLOW-UP ACTIONS AND OPPORTUNITIES

Follow up will focus on capitalizing on outcomes and use the knowledge and experience acquired to expand its methodology of work in other countries, addressing primarily the following programme priority areas of the FAO Strategic Framework 2022-2031: “Inclusive rural transformation” (Better Life 2) and “Small-scale producers’ equitable access to resources”  (Better Production 4). The synergies built with the UN Decade of Family Farming 2019-2028 and the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022) hold great potential for future activities at global, regional and country level.

CHALLENGES AND LESSONS LEARNED

The main challenge was the COVID-19 pandemic, which has constrained the implementation of some activities, including the organization of launch events, regional workshops, and support missions from headquarters as well.

The subprogramme showed the potential of investing in the support to key partners and the importance of building strong and trustworthy relationship. It provided concrete lessons on the importance and how to assess ex-ante the needs and priorities of all partners, and to ensure regular and close collaboration, dialogue, awareness raising, and advocacy throughout.
