In 1965 the Japanese government introduced the Admonishment of Cold Chain Infrastructure policy which kick started the modernization of the food supply chain. This included the construction of the cold chain, national food grades/standard and inspection system, an information system, processing and distribution centres, and research and development services for food distribution. The provision of infrastructure and services relied on a public private partnership approach.
Investments in cold chain infrastructure, applied research in post-harvest technologies, installation of food processing plants and development of food retailing sector are mandatory for achieving gains. However, lack of electricity, power supply and other supporting infrastructure are a big deterrent.
