EXECUTIVE SUMMARY

The first session of the Working Group on Management Strategy Evaluation was organized following the roadmap for small pelagics management strategy evaluation (MSE) adopted at the Subregional Committee for the Adriatic Sea in 2022. The GFCM requested that MSE be used when possible to evaluate the performance of alternative management strategies in addressing either specific objectives as stated in dedicated recommendations or generic GFCM objectives, such as restoring and maintaining the stocks’ population above levels which can produce maximum sustainable yield. The working group recalled previous work performed, in particular the recent advances made by the Scientific, Technical and Economic Committee for Fisheries (STECF) on anchovy. Experts agreed on the way forward stressing the need to make the process as inclusive as possible and, in particular, to organise subregional stakeholder consultations in order for stakeholders to gain a better understanding, better share their views, and transfer expertise on the MSE process.
