The government of Haiti has attempted in recent years to increase the efficiency in agricultural support measures, partly reforming the input subsidy programme, and modernising land registration systems and zoo-phytosanitary measures. Extreme poverty has fallen from 31 to 24 percent over the last decade, especially in urban areas. However, vulnerable sectors of the population continue to have limited access to public support. These guidelines are primarily directed towards decision-makers responsible for integrating the goals and targets of the 2030 Agenda for Sustainable Development into national policies and programmes. They will be of value to public and private actors, including investors, researchers and technical practitioners, involved in the broad area of food and agriculture, and rural development. Complementing FAO’s Common Vision for Sustainable Food and Agriculture and its five principles, this publication presents 20 practical and interconnected actions with the aim of transforming food and agriculture and driving achievement across the Sustainable Development Goals (SDGs).

This guide includes a glossary of terms in the Key definitions section. Although grounded in official texts, these definitions have been developed strictly for the purposes of the indicator 5.a.2 methodology only and should not be read to provide a comprehensive or official definition of the term referred to. The guide also cites existing legal and policy examples, with the intention of providing concrete guidance to countries reporting under Sustainable Development Goal (SDG) indicator 5.a.2 as to the type of provisions that reflect the indicator 5.a.2 proxies. The publication complements the FAO Guiding Framework on gender-sensitive value chain development by providing practical tools and examples of successful approaches to address the gender-based constraints that affect agrifood value chains. The guidelines are intended to assist practitioners in integrating gender equality dimensions more effectively in the design and implementation of value chain interventions in the agricultural sector. HELPING SMALLHOLDER PRODUCERS TO ACCESS MARKETS IN MARGINALIZED AREAS OF KENYA AND SOUTH SUDAN Low agricultural production and low household incomes mean that food security in the northwest of Kenya and the southeastern part of South Sudan continues to be a challenge. With smallholder producers and small and medium-sized entrepreneurs often marginalized and excluded from access to markets at national and regional levels, there was an urgent need to devise innovative approaches to developing and reinforcing efficient business linkages between value chain actors. In Lesotho, social protection plays an important role in protecting poor and vulnerable people from natural hazards saving lives and livelihoods, while also enhancing families’ capacity to cope, respond and withstand threats and crises.  In 2009 rural poor in Lesotho started receiving cash transfers through the Child Grant Programme. This brought positive impacts on the local economy, education and school enrolment, children living standards and agriculture production.  Cash transfers are a powerful tool to combat hunger and poverty. This video highlights and raise awareness on how social protection impacts can be maximized. 

The economic empowerment of rural women is critical for the continuing improvement of agriculture and further development of the rural sector. Increased participation of women in value-added productive activities requires an understanding of all of the barriers that limit their participation along the value chains.
