About SEUR

In the Third Millenium, FAO has committed itself to playing a renewed role in Europe, focusing especially on some of the problems brought about by political events in the Region over the past decade.
The collapse of the centrally planned systems in Central and Eastern Europe and Central Asia and the shift towards a market economy, have been fundamental in shaping FAO's role in the European Region. These events have had portentous social and economic consequences, many of which have yet to be resolved. Key areas for priority attention have been identified as revitalizing the rural sector in transition countries, as well as in those member countries undergoing reforms in order to meet requirements for European Union (EU) accession.
In response to the changes in Europe and the emergence of transition economies, FAO has taken a number of important steps to increase its presence in the Region. A key move was the establishment of the Subregional Office for Central and Eastern Europe (SEUR) in Budapest in 1996, staffed by a core team of specialists, with expertise in various areas relevant to the development and transition needs of Central and Eastern European Countries (CEECs).

The Mandate of FAO SEUR

The FAO Subregional Office for Central and Eastern Europe (SEUR), working closely with the Regional Office for Europe (REU) and relevant Technical Departments at Headquarters is responsible for:

    monitoring and reporting to Headquarters the major developments and trends in the Central and Eastern European Subregion.

    identifying priority areas of action for the Organization in the Central and Eastern European Subregion, with particular emphasis on the World Food Summit follow-up.

    providing technical assistance to Member Countries within the areas of technical expertise available.

    promoting and implementing the Agreement on Technical Cooperation between Countries in Transition and other Partnership Programmes.

    providing support services as appropriate to FAO’s activities in the Subregion.
