Supporting Vietnam’s National Social Protection System in effectively managing disasters through Anticipatory Action

Hue city, Vietnam - FAO met with representatives from the Department of Labour, Invalids and Social Affairs (DOLISA) and the Quang Dien District Authority to identify how to embed anticipatory action for typhoons and floods into the national social protection system.

Social protection is key to managing disaster risk in a more comprehensive, inclusive and cost-effective manner by providing timely support in anticipation or in response to hazards. Anticipatory actions are activities that are implemented before a disaster strikes. Information generated by early warning systems that predict where crises might strike is used to trigger the implementation of these activities. Response options include increasing the value of transfers to beneficiaries of social assistance programmes and/or expanding coverage to vulnerable people living in climate shock-prone areas that are currently not being reached by these programmes.
