Resilience analysis for action

Resilience analysis is continuously evolving through innovative approaches that measure and assess resilience from individuals and households to communities and entire systems. At the heart of this work is the Resilience Index Measurement and Analysis (RIMA), which captures resilience as household-level capacity.

A second key function focuses on applying these analytics to assess impact of both policy and interventions. Evidence is generated to understand which resilience-building actions truly strengthen systems and which require adjustment.

Finally, insights are translated into future action. FAO’s Resilience Regional Hubs and Country Offices are equipped with on-the-job training, while support extends to regional and governmental bodies such as the African Union, enhancing capacity and fostering consensus for resilience monitoring.

The E-RIMA toolkit, launched in 2023, removes technical barriers related to analytical complexity while maintaining the scientific rigour of the Resilience Index Measurement and Analysis (RIMA) methodology.

With its intuitive and user-friendly online interface, E-RIMA allows users of all backgrounds to conduct RIMA-based resilience analyses within minutes.

Resilience toolbox

Resilience toolboxThe Resilience toolbox is an applied resource designed to support context-specific selection of (sets of) interventions that are integral to resilience programming. By leveraging scientific evidence, existing knowledge and practice, its primary goal is to expand and enhance the portfolio of locally relevant solutions and foster synergies among them – keeping it at the frontier through continuous learning from impact evaluation.

The toolbox applies a dual-targeting approach – tailoring interventions to both spatial contexts and cross-cutting vulnerabilities – ensuring alignment with the humanitarian-development-peace (HDP) nexus. The toolbox delivers a structured menu of resilience-building interventions, adapted to contexts and vulnerabilities to guide programming in fragile and crisis-prone environments.

To ensure relevance, legitimacy, and local ownership, the development and application of the Resilience toolbox are anchored in inclusive, multi-stakeholder consultations. These participatory processes validate data, reflect local realities, and help identify and adapt interventions within a broader solution framework.
