Agrifood economics and policy

Policy Optimization Tool (PolOpT)

PolOpT is both a process and a state-of-the-art computable general equilibrium model, that supports governments in make better use of their food and agriculture budgets. This policy tool allows to identify how existing resources can be allocated more effectively across policies and subsectors to make progress on key agrifood sector transformation goals, while working within fiscal constraints and, if desired, factoring in environmental sustainability.

With this approach, we can determine  optimal budget allocation to coherently boost agrifood gross domestic product, create off-farm jobs in rural areas, lift more rural people out of poverty, make healthy diets less expensive and reduce greenhouse gas emissions from agrifood production.

How does PolOpT work and how is a country involved?

PolOpT has been used in several sub-Saharan African countries and was recently used to provide policy advice to the Nigerian government on its National Agrifood Systems Investment Plan (NASIP) 2026–2027. Currently, results are being considered in the development of Bangladesh's agriculture sector transformation programme, and Mozambique's Plano Estratégico para o Desenvolvimento do Sector Agrário (PEDSA).
