Title of the project: Reducing the advance of antimicrobial resistance (AMR) in food and agriculture

Period: April 2017 to November 2023

Objectives: The project aims to engage the food and agriculture sector in selected countries to support the development and implementation of National Action Plans (NAPs) on AMR, with a focus on several key factors: strengthening regulatory platforms and legislation; capacity of national laboratories to collect and use data on antimicrobial use (AMU), AMR and antimicrobial residues; improving practices to minimize the need for and use of antimicrobials and to prevent transmission of AMR along the food chain; and strategic advocacy and multi-sectoral coordination for a One Health approach to address the risks of AMR to people, animals, plants and the environment.

Activities and outputs:

Activities will be tailored to country needs based on situation analysis and local needs assessments.

Output 1: Investigation of how to support and strengthen regulatory / legal frameworks and policies regarding the use of antimicrobials in the food industry, agriculture, fisheries and animal farming aimed at strengthening of national policies in the field of antimicrobial resistance and the use of antimicrobial agents in targeted countries. Activities will include:

  • Baseline assessment of antimicrobial use (AMU) data and existing guidelines and regulations to identify gaps (e.g., surveillance systems, capacity and capability of existing laboratories for the diagnosis of AMR) and generate a country situation analysis
  • Compile national legal reports in selected countries with a particular focus on the registration, use and control of antimicrobials and monitoring and surveillance systems
  • Review national legislation relevant to AMU and provide recommendations to strengthen the regulatory frameworks/address legal gaps
  • Undertake surveys in each of the participating countries among different stakeholders including farmers veterinarians and feed producers  on antimicrobial use (volume and purpose)
  • Tools/framework/guidelines and experience in conducting legislative reviews as well as guidelines for One Health situational analyses

Output 2: Building capacity of national laboratories, surveillance capabilities and strengthening appropriate infrastructure. Activities will include:

  • AMR National Action Plan (NAP) development for AMR risk mitigation
  • Assessments of AMR surveillance capacities and laboratories in selected countries (using FAO’s Assessment Tool for Laboratories and AMR Surveillance Systems – ATLASS – and the FAO Laboratory Mapping Tool AMR Module; LMT-AMR)
  • Training on standards (good practices and protocols) and tools/guidelines to support laboratory testing and compilation of data
  • National consultations in selected countries to support development of integrated surveillance systems at the human-animal-environmental interface of AMR
  • Initiate the process for establishing a national/regional laboratory network on AMR surveillance (to be linked with ATLASS) and for establishing a National Reference Laboratory for AMR in donor country, as well as liaise with private sector, to facilitate exchange of harmonized and standardized data at national, regional and global levels and among relevant sectors
  • Develop database for AMR surveillance and laboratory data assessments based on ATLASS (compatible and linked with the WHO GLASS)
  • Support development of FAO Progressive Management Pathway tool Member Countries will be able to freely access to support development and implementation of NAPs

Output 3: Multi-sectoral coordination and strategic advocacy on the risks related to AMR for humans, food, animals, plants and the environment. Activities will include:

  • Develop advocacy tools (in English and Russian and target country national language) to support AMR awareness as part of the One Health approach, with a focus on the food production chain, including the importance of registration of antimicrobials, governance, surveillance and compliance, disease prevention and prudent use of antimicrobials, and good production practices.
  • Support the organization of an International Conference on Risk Assessment and Food Safety in Russian Federation
  • Convene national multi-stakeholder consultations to identify needs and gaps relevant to drafting a national strategy to reduce the threat of AMR; support the establishment of multi-stakeholder working groups to develop, improve and implement NAPs
  • Support regional One Health AMR awareness through events such as World Antibiotic Awareness Week
  • Update and expand range of communication and informational products on AMR for stakeholders in the food and agriculture sector, including relevant case studies and tools and approaches that have been successful
