الحماية الاجتماعية
يعيش 80 في المائة ممن يعانون الفقر المدقع في جميع أنحاء العالم في المناطق الريفية. ويعمل 76 في المائة منهم في الزراعة، فيما يعتمد جزء كبير منهم على زراعة الكفاف.
ويمكن أن تؤثر الصدمات والضغوط على استقرار النظم الغذائية والزراعية وأن تدفع الفئات الضعيفة التي تعتمد على الزراعة إلى العوز والجوع، حيث أنها تفتقر في كثير من الأحيان إلى الوسائل اللازمة لإدارة المخاطر. وهذا يستدعي اتباع نُهج شاملة لإدارة المخاطر تلبي الاحتياجات الفورية للسكان المتضررين من الصدمات، بموازاة معالجة الأسباب الجذرية للمخاطر والضعف من أجل بناء مجتمعات مسالمة وقادرة على الصمود.
وتتألف الحماية الاجتماعية من مجموعة من السياسات والبرامج التي تعالج أوجه الضعف الاقتصادي والبيئي والاجتماعي إزاء انعدام الأمن الغذائي والفقر من خلال الآثار الوقائية والحمائية والمعززة والتحويلية للمستفيدين منها.
ويتم توجيه تدخلات الحماية الاجتماعية من خلال مجموعة واسعة من الأدوات المصنفة عادة ضمن ثلاث ركائز هي:
- المساعدة الاجتماعية
- والتأمين الاجتماعي
- والتدخلات في سوق العمل
وتؤدي الحماية الاجتماعية دورًا رئيسيًا في الحد من الفقر المدقع وتعزيز الأمن الغذائي، مع بناء قدرة الأسر المعيشية على الصمود في أوقات الصدمات، وتشجيع الأسر الريفية على الاستثمار في الإنتاج الزراعي.
