国家粮食安全范围内土地、渔业及森林权属负责任治理自愿准则

新编制的《国家粮食安全范围内土地、渔业及森林权属负责任治理自愿准则》为政府制定法律和管理土地、渔业和森林权利提供了可借鉴的原则和规范。 该套《准则》以粮农组织2009年启动的一个包容性磋商过程为基础,经由粮安委主持的政府间磋商最后敲定,参与磋商的各方包括政府官员、民间社会组织、私营部门的代表、国际组织和学者。 《准则》旨在:通过改善有保障地获取土地、渔业及森林资源的方式来保护数百万人多为特困人口的权利,促进粮食安全和可持续发展。

社会保护促进粮食安全 粮食安全和营养高级别专家组 2012 年 6 月 报告
社会保护在过去十年中已快速上升为发展政策议程上一项重要内容。同时还有一种明显趋势,将社会保护和粮食安全变成“以权利为基础”,而不是一种随意性决定。但就社会保护政策和计划的很多基本设计方案和实施方法目前尚未达成明确共识。正因为如此,粮安委于 2010 年要求高专组就社会保护开展研究,特别要在充分考虑各国和各区域不同条件的前提下,通过与粮食和营养安全相关的社会安全网和生产安全网计划和政策,寻求减轻脆弱性的方法。粮安委还建议在研究中对现有政策对改善脆弱人口生活状况和应对能力的影响进行一次审查,特别是对小规模农村生产者、城市和农村贫民以及妇女儿童的影响。粮安委还要求高专组对社会保护措施的影响和社会保护对改善当地生产及生计和提高营养水平的积极影响做出报告。本报告中包含已由2012年6月6-8日在俄罗斯圣彼得堡召开的高专组指导委员会会议批准的各项分析意见和建议。现将本报告提交粮安委。

今天,众多发展中国家在度处于饥饿阴霾的笼罩之下,营养不足人口数已上升至10亿人,占全球总人口的六分之一。国际社会还面临着全球经济衰退, 贸易投资缩水,自然资源枯竭和气候变化等严峻挑战。在传统性别观念根深蒂的影响下, 妇女不能充分参与决策社会经济发展, 导我们无法克服上述挑战。全球农村贫困人口的绝大多数是妇女, 他们在家务劳动和农业生产活动中的辛苦付出大多得不到酬劳, 在客观上导致整个社会对其贡献缺乏认知。 妇女在很多方面获得的资源都少雨男性,例如土地所有权、金融服、培训和其他有助于促进农业生产、农户增收几改善健康营养状况的方法。经济衰退和食品价格涨尤其对妇女及由女性支撑的家庭产生位巨大的影响。两性在社会和经济上的不平等粮食安全和农业经济增长和发胀构成障碍。 为此,在粮农组织新的战略框架下,农村地区两性平等获得资源、产品、服务及参与决策的问题已成为未来10年本组织的主要目标之一。 性别平等问题对于落实2009年11月在罗马举行的世界粮食安全首胸会议决议将是至关重要的。通过将性别公平作为主流观念纳入所有农业和农村发展计划,粮农组织将进一步提高对成员国支持的成效, 从而实现保障性别平等, 消除饥饿与贫困, 确保人人享有粮食安全等重要目标。
