Transforming Mediterranean and Black Sea fisheries and aquaculture

Considering the key role played by aquatic systems in addressing food security and supporting livelihoods, the GFCM was actively present at the Third United Nations Ocean Conference with a side event showcasing its model cooperation in the context of sustainable blue foods.
This event represented a key milestone, consolidating and integrating the conclusions of the RPOA-SSF mid-term event, in the context of the SSF Summit, the Fish Forum 2024, and the Regional Aquaculture Conference 2024. With a look toward the future, it kickstarted preparations for the renewal of relevant political declarations.
It also provided the opportunity to officially announce the GFCM Voluntary Ocean Commitment. In mobilizing key stakeholders, it served as a catalyst for countries and partners to also present their related commitments.

Guided by the MedFish4Ever and Sofia ministerial declarations, the GFCM has supported the achievement of SDG 14 and other Sustainable Development Goals in the region.

Building on the progress of the last decade, this event provided an opportunity to:
- Address the challenges of rising blue food demand, climate change and biodiversity conservation.
- Envision how to ensure that fisheries and aquaculture, including the small-scale sectors, remain key pillars of sustainable livelihoods for coastal communities.

Director General of Maritime Affairs, Fisheries and Aquaculture, France
Formerly the French Director of Fisheries and Aquaculture, Eric Banel has served as the first Director General of Maritime Affairs, Fisheries and Aquaculture since the creation of the entity. His whole career has been dedicated to the sea, blue economy and modernization of the French maritime administration. In his function as General Administrator of Maritime Affairs, Eric Banel holds numerous directorial positions in various French decentralized services, including the Ministry of the Sea, the Ministry for Agriculture, the General Commission for Economic Planning and the State Secretariat for the Sea). He has additional experience working in the private sector, as General Delegate for the French Shipowners’ Association (Armateurs de France) between 2012 and 2017.
Miguel Bernal
Executive Secretary, GFCM
Miguel Bernal is the Executive Secretary of the General Fisheries Commission for the Mediterranean (GFCM) of the Food and Agriculture Organization of the United Nations (FAO). He is responsible for implementing policies agreed upon by GFCM countries towards ensuring the sustainability of fisheries and the sustainable development of aquaculture in the Mediterranean and the Black Sea. He has previously led the technical work of the GFCM Secretariat on fisheries-related issues, promoting modernization of work in support of decision-making, including through the publication of the biennial report on The State of Mediterranean and Black Sea fisheries. Prior to joining the GFCM, he worked in a number of top-level universities and fisheries research institutes across the world, publishing numerous scientific contributions in the fields of fisheries, ecosystem modelling and climate change.
Charlina Vitcheva
Director-General for Maritime Affairs and Fisheries, European Commission
Mrs Charlina Vitcheva was appointed Director General of DG MARE, Maritime Affairs and Fisheries in June 2020. Prior to this, she became Deputy Director General of the Joint Research Center (JRC) in September 2016. She was acting DG for the JRC from the 1st November 2019 to the 30th April 2020. Previously, Mrs Vitcheva have been Director of Smart and Sustainable Growth in Southern Europe at DG Regional and Urban Policy (DG REGIO), and also held a Director’s position on Inclusive Growth, Territorial and Urban Development and Northern Europe. Before joining the European Commission, Charlina Vitcheva has been active in the Bulgarian public administration for 15 years, including at the Permanent Representation in Brussels, being actively involved in the negotiations of Bulgaria accession to the European Union, notably in charge of agricultural and fisheries dossiers and heading the negotiations, from 2000 to 2004, in the area of agriculture and rural development, food safety and fisheries.
H.E. Alaa Farouk
Minister for Agriculture and Land Reclamation, Egypt
Alaa Farouk is the Minister for Agriculture and Land Reclamation in Egypt. Prior to his current role, he served at the Agricultural Bank of Egypt as Chairman of the Board of Directors and previously as Managing Director of the Board of Directors. He also served at the National Bank of Egypt as the Chief Executive Officer of Small and Medium-sized Enterprises and Retail Banking for Branches, Head of the Retail Banking Group, and Vice President of the Branches Group. He was also an area manager for Delta, Alexandria and Upper Egypt at Barclays Bank Egypt. Furthermore, he was a board member for several companies, including Helwan Fertilizers, Al Ahly Real Estate Development, Al-Ahly Real Estate Investments and the Egyptian Commodities Exchange. He holds a Bachelor of Commerce in Accounting from Ain Shams University in Egypt and has completed numerous courses internationally.
Ebubekir Gizligider
Deputy Minister for Agriculture and Forestry, Türkiye
Ebubekir Gizligider is the Deputy Minister of Agriculture and Forestry in Türkiye. He previously served as a Member of the Grand National Assembly of Türkiye for two terms between 2011 and 2018. During his tenure, he took part in the European Union Harmonization and Parliamentary Committees, played an active role in international parliamentary cooperation, and served as a member of the North Atlantic Treaty Organization Parliamentary Assembly. He is currently responsible for activities related to agriculture, livestock, food safety, fisheries and aquaculture, as well as the sustainable management of water and forest resources and rural development. He holds a degree in law.
Patrizio Giacomo La Pietra
Undersecretary of State, Ministry of Agriculture, Food Sovereignty and Forestry, Italy
Patrizio Giacomo La Pietra is the Undersecretary of State at the Ministry of Agriculture, Food Sovereignty and Forests in Italy and is Senator of the Republic in the nineteenth Legislature on the Fratelli d'Italia list. He began his career in 1980 as a production manager within a mechanical engineering company before becoming a sales consultant. His political career began in 2007, in the centre-right party Casa delle Libertà when he was elected Municipal Councillor in the municipality of Serravalle Pistoiese. He served as Provincial Councillor in the province of Pistoia. He was then elected Provincial Coordinator of the Fratelli d'Italia party in Pistoia. In 2018, he was elected Senator of the Republic in the eighteenth Legislature with the Fratelli d'Italia party. During this period, he was Group Leader of the ninth Agriculture and Agri-food Production Commission, and Member of the Commission for Regional Affairs and of the Parliamentary Commission of Inquiry into the events of the Il Forteto community. He holds a diploma in industrial mechanics.

Head of Cabinet, Ministry of Agriculture and Rural Development, Albania
Ermira Gjeçi is the Head of Cabinet at the Ministry of Agriculture and Rural Development in Albania. Previously, she served as Deputy Minister of Agriculture and Rural Development, where she contributed to the field of food safety by initiating and supporting policies focused on improving food quality standards and increasing sustainable production. She also helped shape the reform of the veterinary sector and led the reform for the formalization of agricultural land. In addition, she served as Albania's negotiator for European Union accession and as Co-chair of the Stabilization and Association Subcommittee. Through these efforts, Ms Gjeçi played a key role in steering Albania toward European Union integration, contributing to sustainable development and competitiveness in the agricultural sector. Prior to these roles, she worked as a coordinator at the Council of Ministers within the Delivery Unit of the Department for Priorities Implementation where she contributed to performance monitoring and inter-institutional coordination for the implementation of government policies. Ms Gjeçi also has 17 years of experience as an executive and member of management committees within the Albanian banking sector. During this period, she contributed to the improvement of customer services and helped implement innovative policies that strengthened the stability and credibility of the banking institutions she led. She completed her postgraduate studies at Harvard Business School and her undergraduate studies in finance and banking at the University of Tirana, in Albania. She also holds a degree in industrial economics and a Master of Science in economics from the University of Tirana.
Ronán Long
Director, Sasakawa Global Ocean Institute, World Maritime University
Ronán Long is Director of the World Maritime University–Sasakawa Global Ocean Institute. Within this role, he leads a team of experts driving interdisciplinary research at the nexus of science, policy and law to address ocean governance challenges. He is involved in research programmes including the Future Ocean Programme funded by The Nippon Foundation as well as the BBNJ Clinic Programme funded by Ireland and Irish Aid. His work and the efforts of the Institute support key United Nations processes, including the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction, the United Nations Decade of Ocean Science, and efforts to tackle plastic pollution. He previously served in the European Commission and the Irish Naval Service and is committed to advancing Sustainable Development Goal 14 and the broader 2030 Agenda. A recognized expert in the law of the sea, he has authored over 15 books and 100 scholarly works, and teaches at institutions including Harvard Law School and the Rhodes Academy.
Vladimir Jares
Director, Division for Ocean Affairs and the Law of the Sea, United Nations
Vladimir Jares is the Director of the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs of the United Nations Secretariat. He has dealt with many issues concerning the law of the sea, in particular those related to the implementation of the 1982 United Nations Convention on the Law of the Sea and related Agreements. Since 1997, he has been involved in providing services to the Commission on the Limits of the Continental Shelf and has served as its Secretary. He has also been involved in capacity-building activities of the Division, delivering many of its training courses, including on the implementation of article 76 of the United Nations Convention on the Law of the Sea.
Roland Kristo
Chairperson, GFCM
Roland Kristo is the Chairperson of the GFCM Bureau. He has long been committed to the field of fisheries and aquaculture, serving as Director of the Fisheries Research Institute of Durrës from 1997 to 1999, as Director of the Directorate of Fisheries from 2001 to 2012, and Head of the Department of Fisheries and Aquaculture at the Agricultural University of Tirana in Albania from 2013 to 2016. He has worked as an expert on many national and international projects, also contributing to the drafting of fishing and aquaculture legislation and of fisheries management and co-management plans.
