Grenada
Country introduction:
Grenada became a party to the Cartagena Protocol on Biosafety to the Convention on Biological Diversity in Kenya in 2000. The objective of which is to apply risk assessment measures to impede or reduce the risks associated with the potential adverse effects that biotechnology might have on the conservation and use of biological diversity.
In March 2003, Cabinet appointed the National Biosafety Authority (NBA) under the Ministry of Agriculture as the focal point and competent Authority responsible for performing the administrative functions required by the Cartagena Protocol.
Problem Statement
As a very small and developing third world country, Grenada lacks adequately trained human resources to deal with matters related to Biosafety Management and all the technical requirements necessary to comply with its international obligations with regards to transboundary movement of LMO’s/GMO’s, regulation of imports, risk assessment and management, monitoring, testing etc. This, no doubt, is one of the most pressing and vexing problems associated with the implementation of the Biosafety Prototcol by the National Biosafety Authority.
