The basis of the Regulatory framework of Romania in the field of GM food&feed is represented by EU Regulation 1829/2003 and EU Regulation 1830/2003. The principles stated by this legislation is represented by - Authorisation (all GM food&feed needs to be authorised - involving a risk assesment), Taceability, Labelling and Monitoring (all authorised GM food&feed needs to be labelled, monitored and traceability ensured).

The combination of two or more modifications within one plant is called a stack. Such a plant does not represent a new genetic modification. The plant contains several existing genetic modifications that have been combined through conventional breeding techniques. The aim is to benefit from the combination in one single plant of several properties created by the individual genetic modifications, such as insect resistance and herbicide tolerance.
In the international context, the European Union applies some of the most rigorous standards in the world when assessing the safety of plants containing multiple genetic modifications.
EFSA adopted its first opinion on a GM plant containing stacked properties in June 2005. As of August 2016, EFSA has adopted 28 opinions involving stacks. While most initial applications involved lower stacks with two or three genetic modifications, EFSA now assesses the safety also of higher stacks with four, five or six modifications combined in one plant.

Untill 2006 Romania was a big producer/grower of GM soybean (MON 40-3-2). Currently (2020) no GMO is grown for commercial purposes in Romania. Romania imports authorised GMOs to be used mainly as raw material for feed.
