Workshop to validate the Recommendations on Consortium and Partnership Agreements and the Multisectoral Financing Strategy for implementing the SAP

Nouakchott, Mauritania, 25 September 2023 - The Medium-Sized Project (MSP) "Towards the Sustainable Management of the Large Marine Ecosystem of the Canary Current (CCLME)" implemented by the is organising a crucial workshop from 25 to 28 September 2023 in Nouakchott, Mauritania. The aim of this workshop is to validate the Recommendations on the Consortium and Partnership Agreements and the Multi-sectoral Funding Strategy drawn up as part of the implementation of the CCLME's Strategic Action Programme (SAP).

This workshop is being organised as part of the implementation of the project's 2023 annual work plan. Indeed, in November 2022, the second steering committee of the Project met to validate the annual work plan for the year 2023, in which two of the major expected results are the Recommendations on the Consortium and Partnership Agreements, aiming at clarifying the responsibilities of the partners and the terms of reference, as well as the Multisectoral Financing Strategy involving national, public and private partnerships, as well as bilateral and multilateral donors, to financially support the full implementation of the SAP.

National consultations and a regional consultation were carried out to propose the multi-sector consortium and partnership agreements in the countries covered by the CCLME. These consultations helped to review the governance framework for cross-sector collaboration set out in the CCLME Strategic Action Programme. In parallel, consultations and desk research were undertaken at national and regional level to identify the exact roles of stakeholders and possible synergies.

The Multisectoral Financing Strategy is an essential component of this approach, aimed at coordinating donor efforts and guiding investments towards the most crucial priorities. It will also promote coherence between the different policies and financing instruments in the seven CCLME countries, thereby reinforcing the region's sustainable development priorities.

The workshop to validate the draft documents on the Recommendations on Consortium and Partnership Agreements and the Multi-sectoral Financing Strategy brings together partner countries, stakeholders and experts to discuss and validate these two essential tools for implementing the CCLME SAP.

The three main outcomes expected from this workshop are :

1. Validation of the Recommendations on Consortium and Partnership Agreements.

2. Validation of the Multisectoral Financing Strategy.

3. The formulation of recommendations for the finalisation and operationalisation of the two documents at regional and national levels.

The workshop is being organised by the CCLME Regional Coordination Unit (RCU) in collaboration with the FAO Office in Mauritania. It will be held over four days, from 25 to 28 September 2023, in Nouakchott, Mauritania.

Participants in this workshop will play a key role in shaping the future of the Canary Current Large Marine Ecosystem (CCLME) and in achieving its sustainable management objectives.

About the CCLME

This project, funded by the Global Environment Facility (GEF), is highly innovative thanks to a strategic combination of governance frameworks for fisheries resources and the marine and coastal environment. Through governance reforms, investments and management programmes, it will enable the countries of intervention to address priority transboundary concerns relating to fisheries decline, habitat degradation and associated biodiversity, and water quality.

The CCLME began in 2005 with a preparatory phase that initiated the development of a Transboundary Diagnostic Analysis (TDA), followed by the project "Protection of the Large Marine Ecosystem of the Canary Current", implemented from 2010 to 2017, which led to the development of a Strategic Action Programme (SAP) approved and signed by the seven countries in the intervention zone, namely: Cabo Verde, Guinea, Guinea-Bissau, Mauritania, Morocco, Senegal and the Gambia. In the current phase, "Initial support for the implementation of the Strategic Action Programme", the project aims to consolidate the momentum and partnerships, and to create favourable conditions for the effective implementation of the SAP.
