Plant breeding programs in Algeria

Geographical situation of AlgeriaAlgeria, officially the People's Democratic Republic of Algeria, is located in North Africa. Only 3% of Algeria's land is cultivated but the agricultural sector provides employment for about a quarter of Algerian labour and contributes 10% to GDP. The main agricultural products are wheat, barley, pulses, fresh vegetables, dates, table and wine grapes, figs, olives, and citrus.

The Algerian Agricultural Research System (ARS) evolved while the country was a French colony. Independence in 1962 disrupted the ARS, as large numbers of expatriate staff left the country. Subsequently, there was considerable reorganization as new ministries were created and new institutes came into being. The current structure of the ARS is complex. Agricultural subjects are covered by a large number of institutes, agricultural graduate schools, universities and research-development institutes. The breeding programmes are all public. Many institutes have more than a decade of experience in plant breeding and biotechnology, but few have more than 20 years of experience.

Several institutions have invested in research and development of wheat, which is the major crop of the country. But important programmes also exist for dates, fruits and vegetables. In all the crops the evaluation of fixed lines was the main breeding activity.

Because of the multitude of organizations dealing with research, coordination and integration are a major challenge. Moreover there is a perceived need for training and resources to enable biotechnology activities in support of plant breeding. In general, budgets for plant breeding have decreased along with total budgets, and in many cases are insufficient to meet goals.

National Agronomic Research Institute of Algeria - Institut National de Recherches Agronomiques d’Algérie (INRAA)

INRAA is involved in plant breeding since 1988 and in plant biotechnology since 1993. It is currently the largest employer of biotechnologists in the country. The percentage of budget allocated to plant breeding is steadily increasing since 1988. Almost ¾ of this budget is directed toward miscellaneous crops.

National School of Agronomy - École Nationale Supérieure Agronomique (ENSA)

In 1988, the National Agricultural Institute (INA) of Algiers became the National School of Agricultural Sciences (ENASA). Scientific research occupies a place of choice in the program of functioning and training of the ENASA both at undergraduate and graduate levels. Currently, ENASA is the third largest employer of biotechnologists after INRAA and Constantine’s University.

Technical Institute of Major Crops - Institut Technique des Grandes Cultures (ITGC)

ITGC is involved in plant breeding since 1974 and in plant biotechnology since 1998. It allocates almost half of its budget to plant breeding activities. While 80% is directed to wheat breeding, 12% is allocated to small grains.

Technical Institute of Fruit Trees - Institut Technique de l’Arboriculture Fruitière (ITAF)

ITAF is involved in plant breeding since 1984 and in plant biotechnology since 1989. The budget allocation to plant breeding is relatively low but is steadily increasing since 1985. 100% of its budget is allocated to research on vegetables.

Natural Sciences Faculty – Faculté des Sciences de la Nature (Université Mansouri Constantine)

UMC is involved in plant breeding since 1986 and in plant biotechnology since 1989. It is currently the second largest employer of biotechnologists in the country after INRAA. Nonetheless, the budget allocation to such plant breeding and biotechnology is less than 10%. While 80% of budget is allocated to wheat breeding, 10% is used for small grains.

Applied Biology Faculty - Faculté de Biologie appliquée (Université d'Oran)

Oran University is involved in plant breeding and plant biotechnology since 1991. The budget allocation to such activities is less than 10%. This university deals mainly with wheat and small grains (25 and 50% of plant breeding budget, respectively).

Natural Sciences Faculty - Faculté des Sciences de la Nature (Université de Sétif)

University of Sétif is involved in plant breeding since 1998 and in plant biotechnology since 2002. It allocates on average 10% of its budget to these activities. This university deals mainly with wheat (45%) and small grains (40%).

Tébessa is involved in plant breeding since 1994 and in plant biotechnology since 1999. The budget allocation to such activities less than 10% of the total. Tébessa deals mainly with wheat (62%) and small grains (37%).
