Policies and Capacities for Innovation 

Enabling systemic innovation to build a better future 

Transforming agrifood systems requires systemic innovation — not just new technologies, but new ways of shaping policies, governance, and capacities. We support countries in co-creating integrated, evidence-based and anticipatory policy frameworks, inclusive governance, and mission-oriented Agricultural Innovation Systems (AIS) aligned with societal goals like climate action, agroecology, urban agriculture and AI.

Our work strengthens holistic capacities — technical, functional, and institutional — and fosters multistake-holder innovation approaches. Through robust Monitoring, Evaluation and Learning (MEL), we generate feed-back loops that guide innovation and scale impact. At the core are the Innovation Policy Labs (IPLs), an ap-proach that enables collaborative policy-making and anticipatory governance. Alongside foresight observato-ries, capacity academies, and partnerships, they form the broader FutureFOOD-I Labs, embedding UN 2.0 capabilities

By co-creating national innovation pathways, and scale regional innovation ecosystems, we help countries navigate complexity, derisk novelty and lead resilient, inclusive, and sustainable agrifood transformations — ready for today’s challenges and tomorrow’s opportunities.
Policies and capacities for innovation: why, what and how? 
  • Inclusive and evidence-based policies are essential to transform agrifood systems, co-designed to fit specific contexts and aligned with societal missions such as climate resilience, biodiversity, and food security. 
  • Integrated policy and investment frameworks must align policy instruments, funding, and governance mechanisms to ensure innovation in areas like climate, agroecology, urban agriculture, and biotechnology is transformative and sustainable.
  • Strengthening innovation capacities—technical, functional, and institutional—at individual, organizational, and system levels enables agile, inclusive, and future-proof innovation ecosystems.
  • Inclusive and intergenerational approaches ensure women, youth, and the elderly contribute to and benefit from innovation, fostering equity, intercultural exchange, and socially embedded solutions.
  • Foresight for anticipatory governance shifts policymaking from reactive to proactive, helping to de-risk decisions, test solutions, and prepare for multiple futures. Innovation Policy Labs (IPLs) advance this by embedding foresight and UN 2.0 capabilities into national strategies and processes.
  • Monitoring, Evaluation and Learning (MEL) at system level creates feedback loops that guide innovation, ensure timely action, and scale transformative impact.

In today’s fast-changing world, making inclusive, evidence-based decisions in agrifood systems is more important—and more complex—than ever. The Innovation Policy Labs (IPLs) approach offers a transformative approach to tackling this challenge through co-creation, collaboration, and innovation. IPLs are currently implemented through the FAO project: Innovation policy labs (IPL) to promote evidence-based, inclusive and co-created decision-making (2024-2026) in four countries: Colombia, Ethiopia, Madagascar and Uzbekistan.

On March 26th, 2025, the Office of Innovation hosted a dynamic session of the Junior Innovation Policy Labs at FAO Headquarters in Rome, Italy. The event, organized by Nevena Alexandrova-Stefanova, leader of the Policies and Capacities for Innovation Unit, with her colleagues Zofia Mroczek, Manuela Bucciarelli and Yuxin Hong as facilitators, provided a platform for young minds to dive into the world of agrifood systems, policy, and innovation.
