Report of the Second WASAG International Forum - Making agriculture resilient for climate change: Water scarcity, an opportunity for action and collaboration, 7–10 February 2023, Praia, Cabo Verde
The Global Framework on Water Scarcity in Agriculture (WASAG) was launched during the UNFCCC’s COP22 in Marrakech Morocco in November 2016. WASAG has since steadily received recognition and mandate to support countries in finding solutions to cope with water scarcity in agriculture in the face of climate change. In April 2017, a meeting of partners agreed to establish the WASAG partnership to be hosted by FAO to advance the mandate of the framework.Emerging from its foundational years, WASAG held its first International Forum with the theme “Leaving no one behind”, from 19 to 22 March 2019 in Praia, Cabo Verde, [...]

Improving water governance in Lebanon’s Kalb River Basin - Governance and policy support: Policy brief
This policy brief provides a summary of water governance analysis undertaken in collaboration with national stakeholders. These include the Ministry of Energy and Water (MoEW) and the Beirut and Mount Lebanon Water Establishment (BMLWE), as part of the project “Implementing the 2030 Agenda for Water Efficiency/Productivity and Water Sustainability in NENA Countries” under the FAO Regional Initiative on Water Scarcity in the Near East and funded by the Swedish International Development Cooperation Agency (SIDA). The analysis, which will be summarized in a report (Gharios and Tanios, forthcoming), followed the governance framework described in the FAO paper “Focus on governance for [...]

Water auditing/water governance analysis – Governance and policy support: Methodological framework
The paper aims to promote the increased focus on governance dimension of water-related issues, and the value of investing in development of institutions that balance water demand and supply, and that mediate between the claims of competing users for inclusive and sustainable water management.
Water governance determines the equity and efficiency in water resource and services allocation and distribution, and balances water use between various socioeconomic activities, and between those and ecosystems. Strengthening water governance for agriculture and food security means enabling effective problem-solving to produce policies and institutions related to water use and management that are regarded as legitimate by [...]

Climate-smart policies to enhance Egypt's agrifood system performance and sustainability
Highly vulnerable to the effects of climate change, heat waves in Egypt are increasingly severe and frequent, raising the already high evaporation rate, accelerating crop transpiration, increasing soil aridity and elevating water requirements for both human and agricultural consumption in a country where water is imported. The forecasted spike in rainfall variability will affect flow of the Nile River, increasing both drought and high-flow years. While Egypt must produce more food for its rapidly growing population and confront high levels of child malnutrition, agricultural performance is slowing due to inefficient use of land, labour, water and energy along with environmental [...]

Lessons learned from the introduction of land consolidation in North Macedonia during 2014–2023
Since 2014, North Macedonia has developed into the flagship country for FAO support to land consolidation in Europe and Central Asia. The first small technical assistance project began in 2014. During 2017–2022, support to the national land consolidation programme was scaled up with European Union IPA funding through the FAO-implemented MAINLAND project. In August 2022, a second EU IPA-funded and FAO-implemented project “Enhancing land consolidation in North Macedonia” was launched and will continue until 2026 in close collaboration with the Ministry of Agriculture, Forestry and Water Economy. From the beginning, the Government of North Macedonia’s vision has been to build [...]

Groundwater governance and the water-energy-food nexus in action: a global review of policy and practice. SOLAW 21 Technical background report
The dominance of insular, supply-side technocratic thinking has posed a major challenge to improving water governance in the face of mounting resource scarcity, which has itself been accentuated by climate change. During the 1990s, global discourse moved from supply-driven sectoral interventions to more holistic approaches to water governance as part of larger socioeconomic and environmental processes. Integrated water resources management (IWRM) emphasized demand-side water management and used prices, participation, entitlements, laws and regulations to strengthen water governance at hydrological rather than territorial units. More recently, there have been pleas for more integrative approaches that link land, water, energy, food, livelihoods, [...]
