20/05/2026 FAO

The Agreement on Port State Measures (PSMA) is the first binding international agreement to specifically target illegal, unreported and unregulated (IUU) fishing, with the objective to prevent, deter and eliminate IUU fishing by preventing vessels engaged in such activities from using ports and landing their catches.

To support its effective implementation, FAO launched a Global Capacity Development Programme in 2017 under Article 21 of the PSMA. As part of this broader capacity development effort, the Global Training Programme complements technical assistance to developing countries, and helps Parties develop and maintain the policy, legal, institutional, and operational capacities required at national, regional and international levels.

The Global Training Programme offers specialized courses addressing different needs and learner profiles, combining modular theoretical and practical lectures. Trainees are equipped with the legal knowledge, operational skills, and enforcement tools needed to strengthen efforts to combat IUU fishing.

This prospectus provides an overview of the courses and modules offered under this training programme, with detailed information on each course and each module, including their objectives, target participants, and expected learning outcomes, along with other relevant details.

This prospectus also introduces the series of e-learning courses developed by FAO to support the Global Training Programme.

Through the Global Training Programme, FAO assists States in enhancing their capacity to ensure the long-term conservation and sustainable use of living marine resources and marine ecosystems.
