草地贪夜蛾（Spodoptera frugiperda）是一种危险的跨境有害生物，因其天生的传播能力和国际贸易中的传播风险，极有可能迅速蔓延。草地贪夜蛾一旦定殖，无法根除，还会随季节迁飞，对千百万小农的粮食安全和生计造成切实威胁。草地贪夜蛾已蔓延至整个撒哈拉以南非洲、近东和亚洲，截至2020年7月还侵入了澳大利亚、毛里塔尼亚、东帝汶和阿联酋。目前，已在受灾最严重地区实施了48个技术合作计划项目，投入超过1300万美元
