WECAFC IYAFA2022 Champions


The WECAFC IYAFA2022 regional coordination committee has selected regional small-scale fisheries and aquaculture champions. The first call for nominations closed in November 2021. The WECAFC Secretariat received and accepted 23 nominations from across the area of competence, including from Member States and partner organizations.

These champions will play an active role in supporting activities at the national, regional, and international scales. In sum, champions will:

  • Promote IYAFA 2022 and the WECAFC IYAFA2022 Roadmap at the community, national, regional, and global levels
  • Highlight the importance of SSF and SSA at the community, national, regional, and global levels
  • Advocate for the inclusion/mainstreaming of SSF Guidelines and ecosystems approach to SSA in regional and national policies and actions
  • Advocate for resources for/participate in the implementation of SSF Guidelines related policies at the local, national, regional, and global levels
  • Advocate for social protection, innovation, intersectoral linkages, and gender and youth in SSF and SSA at the local, national, regional, and global levels.

The selection of these champions represents one of the activities being planned by the WECAFC member states in celebration of the international year. The steering committee has announced a second call for champions. Champions will be formally recognized later in the year. These activities are being supported in-part by the European Union. CIVIL SOCIETY CHAMPIONS

La Asociación De Acuicultores del Caquetá – Acuica

Constituted as a non-profit organization and a guild association, in compliance with its mission and vision, in its 27 years of operation it has contributed to the development of the regional aquaculture sector, promoting the participation of 22 organisations of small aquaculture producers that represent more than 800 families, with the aim of encouraging associative work and respect for human rights, strengthening the construction of infrastructure, production and marketing of fish for human consumption and with export potential. In addition to promoting the strengthening of all links of the aquaculture chain.

Asociación de Agricultores y Pescadores Artesanales del Pacifico (ASOAGRIPESPA)

La Asociación de Agricultores y Pescadores Artesanales del Pacifico- ASOAGRIPESPA carries out non-destructive and selective activities and methods, in line with our ancestral traditions, and we promote responsible fishing by preserving the marine and freshwater environment, through the application of responsible fishing practices and the development of cleaning and recycling work on beaches and mangroves through projects such as "Guardianes del mangler" (Guardians of the mangrove). Asoagripespa was born out of the need to have an organization that integrates, protects and watches over the individual and collective rights of fishermen and farmers who live in low tide areas as well as coastal communities who practice artisanal fishing as a means of subsistence.

Located in the Resguardo de Tacueyò, Municipality of Toribio Cauca Vereda la Fonda, is a community business dedicated to the production and marketing of rainbow trout for both indigenous communities and for the rest of the country. With this business, we have sought to promote employment for young people and women heads of household and also contribute to the improvement of food nutrition, which is the fundamental pillar of our families. In spite of the adversities they have managed to sustain themselves and be able to continue growing and strengthening as a business.

Based in Arauca. It was created on September 29, 2019, on the initiative of thirty-three (33) families of artisanal fishermen of the municipality of Arauca to advance in the achievement of municipal, departmental and national projects, taking the decision to formalize with the AUNAP and thus improve their quality of life. Among its principles is the promotion of responsible fishing and the conservation of fishing resources in the Orinoquia basin and its micro watersheds through plans and programs. The association is made up of two (2) women and thirty-one (31) men, including eight (8) displaced members and three (3) disabled people.


CHIEF FISHERIES OFFICER CHAMPIONS

Nicolàs del Castillo Piedrahita, Perfil Director General Aunap

Nicolás Del Castillo Piedrahita is a Cartagena-born economist from the Universidad Javeriana and holds a Master of Science in Policy and World Economy (PWE) from the London School of Economics. He has more than 30 years of experience in the aquaculture, fisheries and livestock sectors.

He is currently Director General of the National Aquaculture and Fisheries Authority (Aunap), an entity attached to the Ministry of Agriculture and Rural Development, in which he has been working and directing actions to strengthen, organize and develop fisheries and aquaculture in Colombia to make this sector an equivalent match to its neighbours in Latin America or the tropical countries of Asia. It will also focus its efforts on strengthening artisanal and sport fishing.

The Director of the Fisheries Authority is convinced of promoting applied commercial research in both inland and marine aquaculture, as a spearhead to improve competitiveness and achieve continuous improvement together with human resources as the main actor in the production processes.

He has been specialized in management focused on the strengthening relationships and external customer loyalty, as well as the internal management of processes focused on productivity. He has knowledge of market dynamics and implementation of plans at both strategic and tactical levels, which has allowed him to work along with researchers, production experts, guilds, communities, the government and different actors present in the fishing sector.

Jullan Defoe

Jullan Defoe, from the Commonwealth is the Chief Fisheries Officer at the Fisheries Division, Ministry of Blue and Green Economy, Agriculture and National Food Security. He has a little over 20 years’ working experience with the division seeking to develop Dominica’s small-scale artisanal fisheries. Mr. Defoe holds a Master’s Degree in Natural Resource and Environmental Management specializing in Tropical Coastal and Marine Resource Management from the University of The West Indies. Currently, he also serves as the convener for the Western Central Atlantic Fisheries Commission (WECAFC) moored Fish Aggregating Devices (FAD) working group.

Shellene Berry

Shellene Berry is a social scientist and fisheries management specialist, with 28 years of professional experience in the fisheries sector. Through her work and training, she has proven impactful, by identifying the needs of fisherfolk and making the necessary recommendations for interventions. For almost three decades, Mrs Berry has worked closely with fisherfolk to develop their capacities. She has led or participated in several socio-economic, community-based, catch and effort and biological data collection research projects. Mrs Berry has represented the Government of Jamaica at the national, regional, and international levels.


ACADEMIA/RESEARCHER CHAMPIONS

Dr Patrick McConney

Dr Patrick McConney is a former fisheries manager with an interdisciplinary PhD in resource management from the University of British Columbia, Canada. He teaches blended and online graduate courses in environmental and resource management. His current applied research, and that of his students, is mainly on small-scale fisheries and marine protected area social-ecological systems in the Wider Caribbean. This research includes ecosystem approaches, livelihoods, socio-economics, gender, adaptive capacity, resilience, management, planning, institutions, organisations and governance.

Dr Alejandro Espinoza-Tenorio

Dr Alejandro Espinoza-Tenorio is a marine biologist with a master's degree in Coastal Oceanography and a PhD in Natural Resource Management. In 2011, he joined ECOSUR as a researcher, where he is co-founder of the Transdisciplinary Laboratory for Sustainability. During his 20 years of professional career he has studied and applied the ecosystem-based management of artisanal fisheries, from a socio-environmental perspective, including the study of sustainability in the entire coastal zone. In recognition of his work, Dr. Espinoza is part of the National System of Researchers of CONACyT and was distinguished with the National Award for Sustainable Fisheries and Aquaculture 2019.

Terrence Phillips

Terrence Phillips is a former fisheries manager, with an MSc in fisheries biology and management. From the start of his career as a Fisheries Officer, in the Fisheries Department, Guyana, in 1974, he has been contributing to the sustainable development of small-scale fisheries as well as to building the capacity of fisherfolk and their organizations to participate in fisheries governance and management. As Programme Manager, Fisheries Management and Development, in the Caribbean Regional Fisheries Mechanism, he coordinated the delivery of the CRFM/CTA Project: Development of Caribbean Network of Fisher Folk Organizations (2006 - 2009), which supported the formation and strengthening of fisherfolk organizations in CARICOM, and the launching of the Caribbean Network of Fisherfolk Organizations (CNFO). Subsequently, as a Senior Technical Officer, at the Caribbean Natural Resources Institute, he managed the implementation of the EU funded Strengthening Caribbean Fisherfolk to Participate in Governance project (2013 - 2016), which was aimed at building the capacity of the CNFO and its national fisherfolk organization networks to participate in fisheries governance and management. He also led in the implementation of the UNDP/GEF funded Engaging Civil Society in Caribbean Large Marine Ecosystem plus Strategic Action Programme (CLME+ SAP) Implementation project (2017 – 2019), which developed a Civil Society Action Programme (C-SAP), that would contribute to strengthening the role, participation and ownership of civil society actors in the implementation of the CLME+ SAP and CLME+ Project.  Later, as Regional Project Coordinator, at the FAO, he coordinated the execution of the GEF funded Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries (StewardFish) project (2018 – 2021), which was aimed at empowering fisherfolk throughout fisheries value chains, in seven CRFM Member States, to engage in resource management, decision-making processes and sustainable livelihoods, with strengthened institutional support at all levels. He has contributed to the development and implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication.

Leisa Perch

Leisa Perch is the CEO and Founder of SAEDI Consulting Barbados Inc. She is an International Development Expert with 20+ years of experience in climate change, poverty reduction, livelihoods, gender equality policy, inclusive green growth, inclusive green economy, research and gender mainstreaming. Leisa has a proven track record of enabling purposeful dialogue & debate, coalition-building to deliver new ideas, promoting concepts of change and delivering transformation in developing and emerging economies. Well published, she has worked across the globe, from Latin America, to Africa and more recently in Asia. She has worked on Caribbean SIDS issues for most of her career.


SMALL-SCALE AQUACULTURE LEADER CHAMPION

Dr Ryan Mohammed

Dr Ryan Mohammed graduated from The University of the West Indies after completion of PhD in Aquatic Biology in 2019, Masters of Philosophy in Environmental Biology investigating factors affecting aspects of pathology of freshwater catfish from Trinidad involved in the international ornamental trade), 2010 and 2003 he completed a B.Sc. in Botany and Zoology and conducted undergraduate research on green water tilapia hatcheries.

Dr. Mohammed have received additional aquaculture training at Academic Exchange Centre in Gui Linyang College Districts, Haikou, Hainan Province, China and he has applied this both locally in the aquaculture sector for Trinidad and Tobago and regionally in Guyana and St. Kitts and Nevis. He has co-authored articles in several international high impact journals and locally in the Living World Journal. Dr. Mohammed was previously course coordinator for multiple courses at the M.Sc. in Biodiversity Conservation and Sustainable Development in the Caribbean, Department of Life Sciences, Faculty of Science and Technology, UWI, St. Augustine. In that portfolio he co-supervised more than 20 biodiversity research projects in multiple taxa and utilize research-based learning.

He is a strong advocate for science influenced legislation and policy development.

Lastly, Dr. Mohammed is the Cooperate Secretary for Environmental Research Institute Charlotteville (ERIC) where our main focus lies not only in research but also policy development and capacity building for sustainable livelihood management and also the Vice President of the Aquaculture Association of Trinidad and Tobago. He is currently an Honorary Research Fellow of Cardiff University and a Postdoctoral Research Fellow of Williams College, Massachusetts.

 

 


SMALL-SCALE FISHERFOLK LEADERS, SMALL-SCALE AQUACULTURE LEADERS

Senator Kaygianna Toussaint Charlery

Hailing from the 238 square mile of St Lucia. Senator Charlery have been actively involved in the fishing industry from since taking up my role as an Operations Supervisor (now Operations Manager) with Goodwill Fishermen’s Co-operative more than eleven (11) years ago. Goodwill is one of the nine (9) fishing Co-operatives on island. Currently, she also holds the post of Administrative Assistant to the umbrella body St Lucia Fisherfolk Co-operative Society Limited.

As an advocate for the fishing community, she is very much interested in seeing the much needed changes that will bring greater recognition to the trade and its contribution to the GDP of the country thereby increasing capital injection in the sector to bring about modernization and increase the bottom line for the stakeholders.

Melissa Tate

Melissa Tate has worked in fisheries from as young as 14 years old with my mum mainly in processing of flying fish. She gain my license in fisheries from 2005 transitioning from fish Processing to vendor. In 2018, she moved into the Paynes Bay fish Market and launch my business under the name Fish, Fish and More Fish, both locally and online. She used the money earned in Fisheries to finance my education. She holds a bachelor’s degree in Philosophy and Political Science from the University of the West Indies as well as an Associate Degree in Law Government and Politics from the Barbados Community College. She has completed all fisheries training offerd by Government in collaboration with Cermes from the University of the West Indies and BARNUFO.

Winsbert Harry

Winsbert Harry started fishing at the age of 15 and has been in the industry for 23 years He is currently the president of the National Fisherfolk Organization in St. Vincent and the Grenadines. Over 10 years ago Winsbert joined Goodwill Fisherman Coop Society Ltd. In 2009 Winsbert won the SVG Fisherman of the year, landing 870 lbs fish. He is the youngest fisher to win this award. In 2010, he was nominated to be the chairperson of the “fisherman day” committee and served for 3 years, thereafter served for another 3 years as Vice Chair.

Pamashwar “Max” Jainarine

Pamashwar “Max” Jainarine has been a fisherman for over 20 years. He is the owner of several baots and a fish ventor. He is the current chairman of the Guyana National Fisherfolk Organizaiton, an unmbrella body that represents fisherfolks in Guyana and also the chariman of Upper Corentyne Fishermen’s Co-op Society, the largest cooperative in Guyana. He is very passionate in advociating for a better livelihood for fisherfolks and seeing their interests being looked after by the policuymakers by ensuring that they get a seat at the table when issues affecting fisherfolks are being discussed.
