The Commission on Genetic Resources for Food and Agriculture oversees, monitors and evaluates the implementation of the Global Plan of Action for animal Genetic Resources. In 2009, the Commission adopted the Funding Strategy for the Implementation of the Global Plan of Action for Animal Genetic Resources, the objective of which is to:
"to enhance the availability, transparency, efficiency and effectiveness of the provision of substantial and additional financial resources, and to strengthen international cooperation to support and complement the efforts of developing countries and countries with economies in transition in the implementation of the Global Plan of Action.”
The Funding Strategy encompasses four different types of resources:
The Funding Strategy sets out procedures for the use of resources held in the FAO Trust Account. Funds will be disbursed in accordance with agreed priorities, eligibility criteria, operational procedures and information and reporting requirements.

The GPA calls on major multilateral and bilateral funding and development institutions to examine ways and means of supporting the implementation of the GPA. Every effort should be made by all countries, in particular, developed countries, to, inter alia, leverage existing and available financial resources, including from sources that have not previously funded activities included in the GPA.
Furthermore, the GPA calls on governments of developed countries to attach due attention, including funding, to the implementation of activities within the Strategic Priority Areas of the GPA through bilateral, regional and multilateral cooperation. The extent to which developing countries will effectively implement their commitments under the GPA will depend on the effective provision of funding.
