关于促进粮食体系转型促进经济实惠健康饮食并应对粮食不安全和营养不良主要成因的最佳实践的征集通知

        2021年版 《世界粮食安全与营养状况》（SOFI） 跨机构执笔团队[1] 邀请各位分享有关最佳实践和经验教训的实际案例，说明应当如何以十分切实和创新的方式推动粮食体系转型，从而改善对富有营养食物和经济实惠健康饮食的享有。

        《世界粮食安全与营养状况》往期报告[2] 已经对主要成因，包括冲突和内乱 、 气候变异和极端情况、 经济放缓和衰退、 持续性贫困和不平等、 目前又加上新冠病毒疫情，如何造成世界粮食安全与营养状况恶化以及阻碍数以亿计的人们享有富有营养的食物的情况进行了重点阐述。  

        最新趋势不言自明：世界饥饿状况不断增加。2019年饥饿人口增加1000万人，过去五年共增加6000万人。新冠病毒疫情使这一趋势更为加速——根据初步估算2020年饥饿人口又增1.32亿人。同时，减少儿童发育不良和消瘦问题的进展步伐放缓，超重和肥胖问题在富裕和贫穷国家同样都在继续增加。世界上有30多亿人负担不起健康饮食。

        简言之，当今世界在到2030年消除饥饿、粮食不安全和所有形式营养不良问题上尚未迈上正轨（可持续发展目标/SDG2）。要在实现可持续发展目标2和其他可持续发展目标方面迈上正轨，将要求破除各自为政的解决方式，转而采用相辅相成的粮食体系解决方案以及各项政策和投资的组合措施，正面应对这些全球粮食安全和营养挑战。

        粮食体系目前无法确保提供健康饮食所需的富有营养和经济实惠的食物，上述提及的主要成因使得这一问题更为艰巨。另一方面，如果能够实现粮食体系转型，增强对粮食不安全和营养不良主要成因的复原力，如果能够激励粮食体系以可持续和包容方式提供经济实惠的健康饮食，那么就将使我们迈上实现可持续发展目标2的正确轨道。

        鉴于此，我们邀请各位分享有关粮食体系已经（或正在）实现转型、从而增强对主要成因的复原力并确保更多享有更经济实惠富有营养的食物和健康饮食的典型国别实例。实现这种转型性变革[3]的挑战十分巨大，需要我们采用双赢的解决方案，要把握好折衷方案和提高效率的机会。

        如果各位在如何应对这些挑战方面拥有具有说服力的故事，或者最佳实践或经验教训可以分享，我们谨请大家侧重共同目标加以阐述（粮食体系对粮食安全与营养主要成因的复原力以及人人享有经济实惠健康饮食）。

请使用 提交表格 分享你的实例和经验。

        本征集通知的共同主持人将对提交的最佳实践加以筛选并汇编收入一份技术背景文件，对个案研究的各位作者致以认可和谢意。这将为2021年版《世界粮食安全与营养状况》（将于2021年7月出版）提供素材。在筛选过程中我们将考虑：

  • 适用性和相关性：兼有区域和全球视角并基于各国不同国情的典型举措。
  • 各领域政策、投资和其他干预措施，须应对两个或两个以上粮食不安全和所有形式营养不良主要成因，包括冲突、气候变异和极端情况、经济放缓和衰退、持续性贫困和不平等以及新冠病毒疫情的经济和健康影响等。
  • 与公共和私营部门各主体对接，包括各种政府机构、当地社区、民间社会、粮食供应链各主体、食物环境、消费者及其他。
  • 有关创新/转型举措有助于增加对富有营养食物的享有和健康饮食经济实惠性的程度。  
  • 文字证据： 有关最佳实践成功实施、政策和举措对粮食安全与营养的影响以及与干预措施相关的其他机会、挑战和折衷方案的其他辅助信息（电子文档、网络链接等）。

        我们期待各位的宝贵投稿并学习各位的经验，这将有助于提升2021年《世界粮食与营养状况》的质量。有关本征集通知的内容及各位在提交过程中遇到的问题，请与共同主持人取得联系。此外，3月第一周将举办一次粮食安全与营养论坛网络研讨（具体日期容后确认），进一步探讨实现粮食体系转型促进经济实惠健康饮食的最佳实践问题。

        欢迎使用所有六种联合国语言（英文、法文、西班牙文、俄文、阿拉伯文和中文）提交。

本征集通知截止日期为2021年3月31日。

Please find our submission to the Call for Best Practices in Transforming Food Systems, based on World Vision’s work in South Sudan.

The Fortifying Equality and Economic and Diversification (FEED) project adopted a unique gender-sensitive approach, where agriculture and economic development were closely linked to gender equality. The FEED project demonstrates that improved nutrition outcomes are possible when women/girls exercise their own agency over strategic life decisions, have access to/control over resources, and experience the informal and formal structures around them as enabling their opportunity to improve their rights to good nutrition. Considering the deeply rooted discriminatory gender norms that restrict equitable participation in food production and consumption and market activity in South Sudan, we feel our approach provides a practical and innovate approach to ensuring equitable access to nutritious food.

En respuesta a la convocatoria realizada para el Foro Global sobre Seguridad Alimentaria y Nutrición, nos permitimos compartir una experiencia de transformación de los sistemas alimentarios en Colombia, evidenciada como parte de los hallazgos de investigación, obtenidos mediante un estudio de casos colectivos, en el marco del proyecto: Características de Estructuras Alternativas de Distribución de Alimentos en Colombia y su Potencial para la Construcción de Políticas Públicas de Soberanía y Seguridad Alimentaria y Nutricional. El cual fue financiado por el Departamento Administrativo de Ciencia, Tecnología e Innovación de Colombia –Colciencias- (Ahora Ministerio de Ciencia, Tecnología e Innovación –Minciencias-) a través de la convocatoria 744 de 2016 para proyectos de ciencia, tecnología e innovación en salud, en cofinanciación con la Universidad de Antioquia, la Universidad Nacional de Colombia y la Universidad Pontificia Bolivariana.

Thank you for requesting for best practices to transform the food system. I am submitting 2 case studies on behalf of much broader teams in Malawi and Tanzania - both examples of participatory agroecology initiatives. We have documented significant transformative changes in many arenas - social, environmental, economic and health - as a result of these initiatives. The approach taken is, in our view, as important as the agricultural techniques used.
