Aspects to be considered for evaluation at municipality level
When designing, implementing and publishing the results, M&E systems at municipality level should consider the following factors:
- Instruments for gathering data within institutions
LAP results are visible at municipal level in a relatively short time (a year). Evaluation instruments and criteria should consequently be stable during each evaluation phase and should not undergo major changes in measurement factors. Surveys of the perceptions of the population should similarly always be carried out at the same times of year since tax collection deadlines, electoral campaigns or other periods can influence citizen perceptions of services or collections. - Access and collection of comparable data

The municipal councils and technicians involved should be familiar with the evaluation instruments and should, as far as possible, participate in their development.
