Legal Frameworks

The Agreement on Port State Measures is developed subsequently to and in conformity with a series of international instruments, declarations and schemes, including:

  1. The 1982 UNCLOS: United Nations Convention on the Law of the Sea;
  2. The 1993 FAO Compliance Agreement;
  3. The 1995 FAO Code of Conduct for Responsible Fisheries;
  4. The 1995 UN Fish Stocks Agreement;
  5. The 2001 International Plan of Action to Prevent, Deter, and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU);
  6. The 2005 Rome Declaration on Illegal, Unreported and Unregulated Fishing;
  7. FAO’s 2007 Model scheme on port State measures to combat illegal, unreported and unregulated fishing.
