The Right to Food Information and Knowledge System

  The Right to Food information and knowledge system is a knowledge platform to support the progressive realization of the Right to Adequate Food in the context of national food security.

Main Objectives of the Portal:
  • To increase awareness of the human Right to Food.
  • To provide guidance, methods and instruments to assist the implementation of the Right to Food at country level.
  • To develop capacity at national and international levels.

Functions
  • To provide policy-makers with the knowledge they need to promulgate policies that encourage the implementation of the Right to Food.
  • To provide, through means of electronic communications, local, regional and national communities and authorities with information on the implementation of the Human Right to Adequate Food.
  • To assist in capacity building by providing training and a Right to Food curriculum adapted to different target audiences.
  • To provide stakeholders with a forum for knowledge and information exchange and to facilitate the development of a community of practice.

Conceptual Approach

  The structure of the Portal should be well articulated with its functions. Three major outputs of the Right to Food project are: advocacy, capacity building and implementation. The Portal will be structured in a modular fashion in order to support these outputs. In the project document a second portal (training portal) is envisaged; however from a strategic and management point of view it is considered a better option to have the training portal as a module of the Right to Food Portal.

  In the same order of ideas, advocacy is a crosscutting subject that should not be considered as an isolated module, but present in all. Another important output of the project is the creation of a community of practice (or a knowledge network) around right to food issues. The Right to Food information and knowledge system can adopt 4 different modules. These modules or building blocks can be prepared and managed in an independent way but held together to maintain a corporate image with a common electronic infrastructure. These modules are:

    Information and Communication Module

  Objectives: dissemination of information and creation of awareness.

  Information Services: basic data and information on the right to food, advocacy material and information on awareness raising. This module will include a range of information services such as news and events, a newsletter, a media centre, databases, maps and linkages to other human right sites.

  Target Users: practitioners, general public, civil society and the media.

  Objectives: a complete methodological framework for the implementation of the Right to Food.

  Information Services: It will provide the skills, methods and knowledge to support the implementation of the Right to Food. Services will include Methodological Guidelines (auxiliary documents, manuals, technical papers, policy briefs, case studies, etc) and Decision Support Tools.

  Target Users: Policy makers, researchers, practitioners, universities and NGOs.

    Community Module

  Objectives: the development of a Community of Practice through the establishment and maintenance of networks of interested stakeholders that discuss, share ideas, find solutions, and build innovations to resolve methodological and operational difficulties and issues regarding the implementation of the Right to Food.

  Information Services: This interactive module will provide an on-line discussion forum, possibilities for expert consultations, an expert roster, institutions database (Right to Food directory) and electronic conference facilities. Data for the analysis or results to evaluate the current status of the RTF at country or regional level, preliminary results of country projects, monitoring and assessment of the RTF, will be made available and discussed through this module.

  Target Users: policy makers, practitioners, general public and civil society (NGOs).

  Objective: to provide information, resource intelligence and capacity building.

  Information Services: development of training material, a digital library, distance learning (self-paced material), train the trainer material, and curricula. This capacity building material will be developed taking into consideration the need for an in-depth training and for distance learning and education. Material to support face to face training will also be made available.

  Target Users: NGOs, civil society, UN country teams/FAO, practitioners and academia.
