Implementation of the Agreement on Agriculture (AoA)

Monitoring implementation of the AoA by the WTO CoA

The WTO Agreement on Agriculture (AoA) includes specific commitments by WTO Members to improve market access, reduce production and trade distorting domestic support and reduce export subsidies in agriculture. These commitments are being implemented over a six year period for developed countries (10 years for developing countries) that began in 1995.

The WTO Committee on Agriculture (CoA) meets four times a year under its regular sessions with the mandate, inter alia, of monitoring the implementation of the AoA.

The CoA also monitors developments in the implementation of Marrakech Ministerial Decision on Measures Concerning the Possible Negative Effects of the Reform Programme on Least-Developed and Net Food-Importing Developing Countries. For progress towards implementing the Marrakesh Decision and relevant negotiations see The Marrakesh Decision for LDCs and NFIDCs.

FAO reports annually to the CoA on its capacity building activities and trends in the food import bills of LDCs and NFIDCs:
