As of 17 November 2007, FAO has 191 Member Nations and 1 Member Organization, the European Community) and 1 Associate Member (Faroe Islands). The Conference is the supreme governing body of FAO that meets in regular session every two years. Its main functions are to determine the policies of the Organization, approve the Programme of Work and Budget, and make recommendations to Members and international organizations. It is attended by all Members of the Organization, as well as by observers from non-Member Nations, intergovernmental organizations and non-governmental organizations.

The Council is the executive organ of the Conference. It has 49 Members and has powers delegated to it by the Conference.The Council meets at least four times between regular Conference sessions. In particular, it exercises functions dealing with the world food and agricultural situation and related matters, current and prospective activities of the Organization, including the Programme of Work and Budget, administrative matters, financial management of the Organization, and constitutional questions.

The Finance Committee assists the Council in exercising control over the financial administration of the Organization. Its functions are enumerated in Rule XXVII of the General Rules of the Organization. The Finance Committee holds concurrent sessions with the Programme Committee in the exercise of their respective mandates. Members of the Finance Committee are elected during the one-day council immediately following the Conference.

The Programme Committee assists the Council in carrying out its duties regarding the development and implementation of the Organization's programme of activities. The functions of the Programme Committee are enumerated in Rule XXVI of the General Rules of the Organization. Members of the Programme Committee are elected during the one-day Council immediately following the Conference

The responsibility of the Committee on Fisheries (COFI) is to review the fisheries work programmes and their implementation, to conduct periodic general reviews of international fishery problems and to examine possible solutions for them. Its functions are enumerated in Rule XXX of the General Rules of the Organization. Membership of the Committee on Fisheries is only for one biennium. The responsibility of the Committee on Commodity Problems (CCP) is to keep commodity problems of an international character affecting production, trade, distribution, consumption and related economic matters under review. The Committee on Agriculture (COAG) conducts periodic reviews and appraisals of agricultural and nutritional problems in order to propose concerted action by Member Nations and the Organization. It also reviews the agriculture and food and nutrition work programmes of the Organization and their implementation, with emphasis on the integration of all social, technical, economic, institutional and structural aspects in promoting agricultural and rural development. The Committee on World Food Security (CFS) serves as a forum in the United Nations System for review and follow-up of policies concerning world food security, including food production and physical and economic access to food. Its functions are enumerated in Rule XXXIII of the General Rules of the Organization. Membership for CFS must be renewed each biennium. Members must apply formally for membership. The Committee on Forestry (COFO) conducts periodic reviews of international forestry problems and proposes concerted action to be undertaken by Member Nations to FAO. It also reviews the current forestry work programmes of the Organization and their implementation, and advises the Director-General on future forestry work programmes. Its functions are enumerated in Rule XXXI of the General Rules of the Organization. Membership of the COFO is for the biennium only. Members of the Committee on Constitutional and Legal Matters are elected during the two-day council immediately following the Conference.
