世界范围内实施的遏制新冠病毒（COVID-19）大流行的措施不但导致依赖运输的货物和服务的运输量大幅下降，也造成国内和国际劳动力流动的严重减少。用工荒的原因既来自运输系统的扰乱，也是由于为预防疫病传播而采取的国内和跨境限制措施造成的。
联合国粮食及农业组织（粮农组织）敦促各国保持发挥粮食价值链功能，避免粮食短缺，要采取经实践证明有效的作法。本文总结梳理了能够供政府和私营部门用于保持粮食价值链关键物流节点运行的一些作法。
投资农业创造更美好未来

农业投资对于减少饥饿和促进可持续农业生产而言至关重要。在当今世界，那些农业劳动者人均农业资本以及农业公共投资停滞不前的地方，正是目前贫困和饥饿问题的中心所在。未来几十年需求不断增长，将会给自然资源基础带来越来越大的压力。以可持续方式消除饥饿，不但需要大幅增加对农业投资，同时还需要提高投资的实效。农民是发展中国家农业领域的最大投资群体，任何旨在提高农业投资的战略都必须把农民作为核心。但如果要农民增加对农业投资，就需要以经济激励措施和扶持性环境为基础的农业投资环境。政府同样负有特殊责任，要帮助小农户克服所面临的制约因素，扩大生产性资产，确保大规模农业投资能产生社会效益和环境可持续性。为给私营部门在农业投资提供有利环境，政府对农业投资是一个重要组成部分。政府需要加以引导，把稀缺的公共资金用于提供基本的、具有经济和社会高回报的公共产品。
