FAO in Azerbaijan

The partnership between FAO and Azerbaijan has been steadily growing since the country became a member of the Organization in 1995. In 2015, the partnership entered into a new phase, with the establishment of the FAO Partnership andLiaison Office in the country followed by signing agreements on the FAO-Azerbaijan Partnership Programme. Consequently, Azerbaijan has become a donor partner to FAO's voluntary programme and an active contributor to technical assistance projects supporting agricultural development.

 

FAO Azerbaijan's work falls under four priority areas, as follows:

 

1. Sustainable and Climate-Resilient Agriculture

  • Improving productivity across crops and livestock
  • Promoting climate-smart practices and efficient water use
  • Supporting innovation, digital agriculture and technology adoption
 

2. Food Security, Nutrition, and Food Safety

  • Ensuring access to safe and nutritious food
  • Strengthening food safety systems and standards
  • Reducing food loss and improving nutrition data
 

3. Natural Resource Management, Biodiversity, and Climate Action

  • Sustainable management of land, water, and forests
  • Biodiversity conservation and protected area strengthening
  • Ecosystem restoration and sustainable land use
  • Climate adaptation and mitigation
 

4. Rural Development and Inclusive Agrifood Systems

  • Improving rural livelihoods and incomes
  • Strengthening value chains and agribusiness
  • Building institutional capacity and policy frameworks

 

Country Programming Framework (CPF) 2026–2030

The four priority areas are translated into action through the FAO Country Programming Framework (CPF) 2026–2030, which sets out the outcomes and outputs guiding FAO's support to Azerbaijan in alignment with national priorities and the United Nations Sustainable Development Cooperation Framework.

 

CPF Outcome 1: By 2030, people in Azerbaijan, in line with the principle of Leaving No One Behind, benefit from inclusive socio-economic growth and equitable, quality services that are innovative and accessible (UN CF Outcome 1).

 

CPF Output 1.1 Evidence-informed policy and institutional frameworks for agrifood systems transformation strengthened to promote sustainable rural development, innovation, and economic diversification.

 

CPF Output 1.2 Institutional and individual capacities strengthened to design, manage, and deliver data-driven, innovative, and digitally enabled agrifood services.

 

CPF Outcome 2: By 2030, people in Azerbaijan, in line with the principle of Leave No One Behind (LNOB), benefit from green growth, just transition, and strengthened ecosystems and climate resilience (UN CF Outcome 2).

 

CPF Output 2.1 National and local capacities strengthened for data-driven climate and disaster-risk management to enhance preparedness, response, and adaptive resilience of agrifood systems.

 

CPF Output 2.2 Institutional and technical capacities enhanced for sustainable management of land, water, and ecosystems to promote circular and climate-resilient agrifood systems.

 

CPF Output 2.3 Knowledge, awareness, and community engagement strengthened to promote climate-smart practices and environmental stewardship in agrifood systems.
