LAUNCHING CEREMONY: BANGLADESH SECOND COUNTRY INVESTMENT PLAN FOR NUTRITION-SENSITIVE FOOD SYSTEMS

The Bangladesh Second Country Investment Plan for Nutrition-Sensitive Food Systems (CIP2) was launched at the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) in Dhaka, Bangladesh on 10 October 2018.  The launching ceremony was graced by the presence of the Honorable Minister for Agriculture, Begum Matia Chowdhury, MP, Chief Guest and the Honorable Minister for Food, Advocate Md Qamrul Islam, MP, Special Guest. The event was well attended by 150 representatives from government, civil society, private sector, research and academia, and development partners.
Following the welcome and opening remarks by Mr M Badrul Arefin, Director General, Food Planning and Monitoring Unit (FPMU), Ministry of Food, a technical overview of the CIP2 was provided by Mr Arefin and Mr Naoki Minamiguchi, Chief Technical Advisor, GoB-USAID-EU-FAO Meeting the Undernutrition Challenge (MUCH), that highlighted the five areas of nutrition-sensitive investments.
The Guests of Honor, Mr Md. Raisul Alam Mondal, Secretary, Ministry of Fisheries and Livestock, Mr Robert D. Simpson, Representative in Bangladesh, Food and Agriculture Organization of the United Nations (FAO), Mr Mario Ronconi, Minister Counsellor, Head of Cooperation, Delegation of the European Union (EU) to Bangladesh and Mr Derrick Brown, Mission Director, United States Agency for International Development (USAID) Bangladesh commended the Government on developing the CIP2 as a policy and advocacy tool for nutrition-sensitive investments. The Guests of Honor emphasized their continued support to enhancing nutrition-sensitive policies and programmes in Bangladesh.
The CIP2 was ceremoniously unwrapped by the Guests, followed by closing remarks by Mr Shahabuddin Ahmed, Secretary, Ministry of Food, Chair of the ceremony, emphasizing the multi-sectoral nature of the CIP2 and the institutional arrangements at the national level to monitor nutrition-sensitive policies for better nutrition impact.  


Background
The CIP2 represents a powerful tool in the hands of the Government of Bangladesh to: (i) assess needs for additional financial resources required to achieve some of the key Sustainable Development Goals and to create a nutrition-sensitive food system that works to ensure food and nutrition security in a coordinated way; (ii) prioritize these investments; (iii) integrate and coordinate action across sectors and ministries for better effectiveness; and (iv) mobilize resources as required and foster alignment of all sources of financing behind a single, inclusive -but evolving- investment plan which will prevent needs not being fulfilled and avoid same projects appearing in more than one government plan.
The CIP2 proposes 13 investment programmes to improve food and nutrition security in an integrated way. It is anchored in existing national policies and programmatic frameworks and incorporates the priorities expressed by stakeholders, ranging from government agencies to civil society to the private sector. The five outcomes of the programmes are: (I) diversified and sustainable agriculture, fisheries and livestock for healthy diets; (II) efficient and nutrition-sensitive post-harvest transformation and value addition; (III) improved dietary diversity, consumption and utilization; (IV) enhanced access to social protection and safety nets and increased resilience; and (V) strengthened enabling environment and cross-cutting programmes for achieving food and nutrition security. The total cost of the CIP2 is estimated for five years at US$ 9.25 billion with US$ 3.6 billion still requiring funding.
The CIP2 has been prepared by the Government of Bangladesh under the coordination of FPMU of the Ministry of Food with the financial support of USAID and the EU and with the technical support from FAO through the Meeting the Undernutrition Challenge (MUCH) project.
