At its Second Session on 16–18 July 2024 the Committee on Agriculture (COAG) Sub-Committee on Livestock (the Sub-Committee) recommended that FAO should develop, in consultation with FAO Members in a participatory manner, a negotiated Global Plan of Action for Sustainable Livestock Transformation (GPA). The recommendation also stated that the GPA should be developed in line with paragraph 21 of Document COAG:LI/2024/3, which proposed that the draft GPA be discussed at an ad hoc extraordinary session of the Sub-Committee convened for this purpose. COAG, at its 29th Session (30 September – 4 October 2024), endorsed the Report of the Sub-Committee’s Second Session and the recommendations therein.
The ad hoc extraordinary session dedicated to the GPA will be the Sub-Committee’s Third Session and it will take place at FAO headquarters in Rome on 3–5 March 2026, in hybrid modality. The Session is open to Members of COAG and to observers. The Session will be conducted in Arabic, Chinese, English, French, Russian and Spanish.
Consultations on the GPA
Following the Sub-Committee’s recommendation that FAO should develop the GPA “in consultation with Members in a participatory manner”, FAO has consulted with Members and partner organizations throughout the process of developing the GPA.At the first (October 2024), second (November 2024) and fourth (March 2025) meetings of the Bureau of the Sub-Committee, progressively more detailed versions of the GPA outline were presented by the Sub-Committee Secretariat to the Bureau members. At the sixth Bureau meeting (July 2025), the Secretariat presented the Zero draft GPA, containing draft text for all the Sections of the GPA. After each of these meetings, the Bureau members were asked to circulate the respective GPA document to the Members in their regions for comments. In November 2025 the Revised zero draft GPA was posted on the FAO Members Gateway for comments. Throughout the whole process, 59 sets of comments from 26 Members were received as well as 35 sets of comments from 29 partner organizations.
