A risk-based approach

The PCP-FMD is not intended to be compulsory or prescriptive; instead it is outcome-oriented and acknowledges that the most effective approach to achieve the key outcomes might be different in different countries and regions. It also recognizes different countries have different priorities, and therefore allows for flexibility between approaches. 

For example, within the lower stages, countries may choose to focus control measures on certain production systems or specific geographic areas; and throughout the PCP-FMD each country can decide how quickly and how far it progresses. The Risk Assessment Plan: from Stage 0 to 1

The Risk Assessment Plan (RAP) describes how a country intends to embark on the PCP-FMD and gain an understanding of the epidemiology of FMD in the country. Completion of the RAP is required for entry into PCP-FMD Stage 1. The RAP acts as a basis for developing a risk-based control plan to reduce the impact of FMD (Risk-Based Strategic Plan) in the next stages of the PCP-FMD.

The Risk-Based Strategic Plan: from Stage 1 to 2

The Risk-Based Strategic Plan (RBSP) describes how a country intends to reduce the impact of FMD in at least one husbandry sector. It applies the knowledge gained through the implementation of activities outlined in the RAP. Completion of the RBSP is the indicator outcome for entry into PCP-FMD Stage 2.

The Official Control Programme: from Stage 2 to 3

The Official Control Programme (OCP) describes how a country intends to eliminate FMD virus circulation in the domestic animal population in at least one zone. It uses the knowledge gained through the implementation of activities outlined in the RBSP. Completion of the OCP is the indicator outcome for entry into PCP-FMD Stage 3.
