Evaluation of the Global Network Against Food Crises Partnership Programme

 

The Global Network against Food Crises was founded in 2016 as “an alliance of humanitarian and development actors united by a commitment to tackle the root causes of food crises through increased sharing of analysis, knowledge and strengthened coordination in order to promote collective efforts across the Humanitarian - Development - Peace Nexus.” 

To further the aims of the GNAFC, the GNAFC Partnership Programme was launched in July 2018 with the aim of building resilience in countries facing food crises with support from the European Union. The overall objective of the GNAFC Partnership Programme is to “substantially increase the resilience of vulnerable people’s livelihoods to food crises, through its contribution to the GNAFC, which will play a central role in translating evidence based analysis into policy change at global and country level.”

What will the evaluation cover?

This evaluation serves the dual objectives of accountability and learning. The evaluation will review whether the programme was well designed (relevance and coherence), explore the outcomes associated with specific activities/outputs (effectiveness), alongside contribution to impact. Sustainability will also be examined – both internally in FAO and through capacity strengthening of partners’ capacities. 

The evaluation will examine both the intended and unintended programme results. The timeframe for the evaluation covers the entire period of implementation between 2018 and 2023. However, the findings will be contextualised by examining how the GNAFC Partnership Programme builds on, or departs from, previous activities at country and global levels. Furthermore, recommendations will be contextualised within an understanding the scope of already agreed follow-on projects and programmes. The evaluation will assess implementation at the global, regional and 
country levels and across the three components.
