The new CPF Programme marks a transition to a programmatic approach adopted by FAO to work more strategically, efficiently, and effectively in supporting Jordan. It adopts a food systems approach to drive transformative development in the agrifood sector.
Jordan's Hand-in-Hand Initiative
The Jordan Hand-in-Hand (HIH) Initiative supports the implementation of nationally led, ambitious programmes to accelerate agrifood systems transformations by eradicating poverty (SDG1), ending hunger and malnutrition (SDG2), and reducing inequalities (SDG10). It uses advanced geospatial modeling and analytics, as well as a robust partnership-building approach to accelerate the market-based transformation of agrifood systems — to raise incomes, improve the nutritional status and well-being of poor and vulnerable populations, and strengthen resilience to climate change.The Initiative prioritizes countries and territories where poverty and hunger are highest, national capacities are limited, or operational difficulties are greatest due to natural or man-made crises. Areas of intervention have included developing value chains for priority commodities, building agro-industries and efficient water management systems, introducing digital services and precision agriculture, reducing food losses and waste, and addressing climate challenges and weather risks.

To strengthen countries’ capacities to manage a complex programme, participants make commitments and actions through shared information monitoring and evaluation dashboarding platform. The M&E dashboard facilitates coordination, promotes mutual accountability, and enables timely troubleshooting as circumstances change or new information becomes available.

One of the greatest challenges of the 2030 Agenda is to support simultaneously all three – economic, social, environmental – pillars of sustainable development. The Initiative relies on the most sophisticated technical tools to provide integrated analyses that identify key interactions, synergies, and trade-offs among actions to accelerate economic growth, ensure social inclusion, and promote sustainable use of biodiversity and natural resources.
The Initiative provides an integrative, holistic approach to support investment and interventions in targeted territories. National and local governments, experts, and value chain participants discuss and identify together, building on technical assessments, territories or ongoing projects that are suitable for adaptation to the Hand-in-Hand approach. The outcome of this consultation is agreement on an investment plan.
The Initiative facilitates governments’ efforts to engage with donors and development partners in mobilizing support and operationalizing national agricultural strategies and investment plans. To this end, FAO has developed a “matchmaking” approach, which brings together national and local authorities, donors, international financial institutions, private enterprises, producer organizations, civil society organizations, and research institutions. Partners are sought for their ability to provide critical means of implementation — technology, data and information, capacity development, funding and financing — for identified programmes.
Agriculture in Jordan
Jordan's agriculture sector plays a pivotal role in its economic stability and food security. Despite facing significant challenges such as limited water resources and arid conditions, it contributes approximately 5 percent to the country's Gross Domestic Product (GDP) and employs around 3 percent of its workforce.
One of the key strengths of Jordan's agricultural sector is its export potential. In recent years, the country has witnessed a significant increase in agricultural exports, reaching a value of 898 million Jordanian Dinars (JODs) in 2022. This represents a notable growth compared to the 649 million JODs recorded in 2018. The primary agricultural exports of Jordan consist of vegetables, fruits, and cereals, which collectively contribute to nearly 50 percent of the country's total agricultural export revenue.
