Enhancing fisheries co-management capacity: Training Workshop in Mozambique

Effective fisheries co-management plays a vital role in achieving sustainable resource utilization and improving livelihoods. To enhance the effectiveness and efficiency of fisheries co-management, continuous feedback, monitoring, and evaluation are crucial steps for assessing progress, adapting strategies, and enhancing practices.

In November 2022, the FAO project "Fisheries Co-management Capacity Development for Blue Communities: Sustainable Fisheries and Diverse Livelihoods," also known as Smart Fisheries Co-management (SFC), initiated a collaboration with the Government of the Republic of Mozambique. This project, financially supported by the Ministry of Oceans and Fisheries of the Republic of Korea, has developed a comprehensive set of tools to establish and implement on-the-ground fisheries co-management programs.

As part of this initiative, a training workshop focusing on evaluating the performance of fisheries co-management systems will be held in the Republic of Mozambique on 23 June 2023. The workshop aims to enhance participants' knowledge and skills in evaluating fisheries co-management systems, fostering sustainable practices, and contributing to the development of blue communities.

The workshop will be attended by approximately 15 participants from Mozambique, including technicians from the Administração Nacional das Pescas (ADNAP) and the Instituto Nacional de Desenvolvimento de Pesca e Aquacultura (IDEPA).

It will take place at Hotel Cardoso in the City of Maputo, Republic of Mozambique, with virtual participation also available. The sessions will be conducted in Portuguese and English over the course of one day, consisting of four lessons:

Lesson 1 - What is fisheries co-management?

Topics covered in this lesson include the definition of fisheries co-management, the ecosystem approach to fisheries, key actors involved, differences between fisheries management and co-management, types of fisheries co-management, good practices, and advantages and disadvantages.

Lesson 2 - Why evaluate fisheries co-management?

This lesson emphasizes the significance of fisheries co-management evaluations, including monitoring and evaluation, the involvement of relevant participants in the evaluation process, contextual attributes influencing fisheries co-management, the analytical framework, and steps in the evaluation process.

Lesson 3 - How to evaluate fisheries co-management?

Participants will learn about the requirements for conducting fisheries co-management evaluations, the different components of an evaluation process, and the necessary steps and tasks involved.

Lesson 4 - Post-evaluation and adaptive management

This final lesson explores the concept of adaptive management, its application in fisheries co-management, the role of evaluation in driving changes, implementing changes based on evaluation results, incorporating evaluation findings, and strategies for addressing challenges encountered during the evaluation process.

By delivering this training workshop, the aim is to provide participants with the knowledge and tools necessary to evaluate fisheries co-management systems effectively, leading to improved practices and long-term sustainable practices.
