MAFAP Results used in the Investment Policy Review of the OECD for Tanzania

The results of the MAFAP on measuring the public expenditure on support for agriculture have been used by the OECD in their Investment Policy Review of the OECD for Tanzania.

Investment policy reviews are conducted using OECD investment instruments and - since its adoption in 2006 - the Policy Framework for Investment. Using a process of peer examination, the OECD Investment Committee has published investment policy reviews since 1993. Priority countries for review are those showing potential for adherence to the OECD investment instruments.

 In the study for Tanzania MAFAP results were used on the chapter dedicated to promoting sustainable investments in agriculture (see page 139). The results show how the approved budget for the agricultural sector grew by 53 percent, in nominal terms, from 2007 to 2011. However, in relative terms, it declined from almost 13 percent of the total budget in 2007 to about 9 percent in 2011. Although spending was above the Maputo Declaration target from 2007 to 2009, it has since fallen below the target. Expenditure has shifted from support to rural development towards agriculture-specific expenditure. While from 2006 to 2007, rural development accounted for 72 percent of total expenditure, from 2008 to 2011, it decreased to 45 percent. In addition, agriculture-specific expenditure has shifted from general support to the sector (i.e. extension services and agricultural research) towards payments to individual producers, mainly through input subsidies.  A more detailed description of public expenditures on support to agriculture can be found in the Technical Note on Public Expenditure available here (login required)

 A presentation of findings of the review by Tanzanian delegation from the Prime Minister's office took place during the March meetings of the OECD Advisory Group on Investment and Development. Comments were solicited from African Ambassadors and delegates to the OECD Investment Committee present and they will be incorporated into the final version expected for the third quarter of 2013.
